The 2018 budget faces a similar fate to the 2014 budget, the year in which large parts of the country were invaded.
The objections of various parliamentary parties threaten that the next fiscal year will be without budget. This speculation was reinforced by a public announcement issued by the Ministry of Finance calling on the state institutions to spend in accordance with the formula of 1/12 of them, in case the budget is not approved or delayed.
The House of Representatives ended the last legislative season in the fiscal year without succeeding in approving the budget next year as stipulated by the Constitution.
Despite this, the political blocs and the concerned committees continued their efforts to prepare the draft budget for the first reading after the resumption of parliamentary sessions early next month.
The parliamentary blocs gathered their remarks in which they expressed their dissatisfaction with some of the provisions of this draft, which exceeded the 35 observations stipulated by the government included in the draft for discussion in the House of Representatives. The observations are focused on petrodollar allocations, reconstruction allocations in the liberated areas, and the budget for the Kurdistan region. But MPs have blamed the International Monetary Fund for part of the delay in approving the budget because of negotiations with government delegations on cutting public spending and international loans.
The government sent the federal budget bill for 2018 to Parliament last November, at the last session of the legislative chapter.
"The transfer of the federal budget law for the year 2018 to the parliamentary finance committee involves a legal violation, because the House of Representatives has not decided to accept the draft sent by the government," said MP Ahmad Hama Rashid, the committee's financial advisor. "It is supposed to the House of Representatives to introduce the federal budget law to vote on its acceptance in principle to be referred to the Finance Committee or rejected and then returned to the government by the Presidency of the House of Representatives."
The decision of the Finance Committee attributed the delay of Parliament to introduce the budget law to "the reluctance of the government to send the budget law for more than fifty days, which made it difficult task on the House of Representatives, which entered the legislative holiday," confirming the arrival of the budget on 29/11 late hours. "The causes of the budget delay in the government is due to the negotiations that were conducted by the government committees with the International Monetary Fund on loans and reduce expenditures in the federal budget."
The Kurdish MP believes "the inability of parliament to pass the federal budget for next year due to disagreements and observations by the blocks on the project," pointing out that "at the end of each parliamentary session was no budget, and Sinaro will be repeated in 2014." The Speaker of the House of Representatives Salim Jubouri referred, earlier this month, the budget law 2018 to the Finance Committee to prepare a final version and collect all the observations and objections that belong to the blocks and integration in the project.
The House of Representatives concluded on November 29, its final legislative term in 2017. The Parliament held an extraordinary session to discuss the election law and the 2018 budget, but failed to discuss the two files.
The federal budget was estimated at 108 trillion dinars, with a deficit of 13 trillion dinars. And saw the reduction of the share of the Kurdistan region from 17% to 12.67%.
After receiving the budget law, the Finance Committee called on the political blocs, in early December, to send their comments on the draft law in a maximum of two days.
In this context, a parliamentary source familiar with the developments of the budget file, said that "the Finance Committee collected these proposals and observations and sent to the President of the House of Representatives, who in turn addressed the Prime Minister books asking him to include these proposals in the draft budget. The source, who spoke to (term) preferring anonymity, that "the blocs submitted 35 proposals to the Finance Committee, which sent in turn to the Speaker of the House of Representatives,"
explains the source informed the most prominent observations that the blocks included in the draft budget, Demands the allocation of funds for the reconstruction of liberated cities and the return of displaced persons.
The coalition of forces threatened last month to boycott parliament sessions because the allocation of displaced persons and compensation to areas affected by military operations was not included in the budget.
In addition, the deputies of the oil provinces, a letter to the Presidency of Parliament demanding the government to comply with petrodollar allocations. While the Kurdish blocs demanded the retention of 17% as a share of the region.
The source added that "oil-producing provinces have expressed their opposition to the allocation of the government 5% of oil revenues as allocations for the petrodollar, and demanded that it be $ 5, as provided by the law of provincial councils."
The parliamentary source said, "There are objections made by the Kurdish forces on reducing the budget of the Kurdistan region to 12.67%."
The source pointed out that "the Prime Minister informed the parliament in an informal way not able to make these amendments," and expected the presentation of the federal budget law for the first reading at the earliest meeting of the parliament.
According to the rules of procedure of the parliament in articles 22 (i) and (f), "The House of Representatives has an annual session with two legislative chapters of eight months, the first of which begins on March 1 and ends on June 30 of each year, the second of which begins on September 1 and ends on December 31" . "The legislative term, in which the general budget of the state is presented, shall not be terminated until it has been approved."
Rahim al-Darraji, a member of the Finance Committee, said that his committee "sent the budget law accompanied by more than 34 comments to the speaker of parliament, which we asked to return to the government to include these amendments in the project."
