    The parliamentary blocs are waiting for a crucial meeting with the prime minister to resolve the date of the elections, which the presidency of the House of Representatives has delayed in its confirmation. The blocs confirm the lack of agreement on the date set by the government.
    In addition to the political bumps facing the elections, the legal committee is talking about technical obstacles that need to be resolved quickly. 
    In addition to the ongoing dispute over the date of the elections, highlights a dispute between the blocks on the amendments to the election law, as the blocks are called for a single counting and counting in polling stations to prevent fraud. 
    With the adoption of the "electronic ballot", the Legal Committee considers that UNHCR's need for five months to hold the elections is lacking. 
    For months, the House of Representatives has been trying to agree on a unified formula that would speed up the passage of the law of parliamentary and local elections. But the differences prevent this, has been divided blocs between the two teams, the first calls for the postponement of the elections for six months, and those who seek to make them according to the wishes announced by the government.
    The Electoral Commission, in November last year, the Presidency of the House of Representatives to accelerate the legislation of the provincial elections and the Parliament in a period not exceeding mid-December last, warning that the delay of their legislation will push them to work in accordance with the laws in force. 
    "There are many legal, political and technical problems facing the passage of the law of the elections of the Council of Representatives in addition to the problems and challenges that hinder the work of the Electoral Commission represented by the late adoption of the general budget for 2018," MP Amin Baker, member of the Legal Committee, said. 
    The member of the Legal Committee highlighted the differences that impede the legislation of the election laws by saying "the problems between the parliamentary blocs revolve on the dates of elections and the possibility of polling in the western provinces."
    The Electoral Commission has sent a letter to the House of Representatives called upon him to ratify the dates of elections approved by the government. The commission also called on the parliament to pass the proposed amendments to the election laws. 
    The MP Amin Baker, "there is no specific dates or proposed by the parliamentary blocs to hold parliamentary elections," noting that "the presence of parliamentary blocs want to postpone the elections for a period of six months and there are those who want the postponement period for more than that." 
    "There is a third team that is strongly seeking to hold the parliamentary elections on schedule set by the government in the first half of next May," he said. 
    The legal committee will hold its first meeting in the new legislative session on Monday to discuss the proposals and amendments submitted by the blocs and deputies on the draft law of the elections of the House of Representatives in force.
    In the same context, says a member of the Legal Committee Zeinab Sahlani (range) that "the hosting session of the Electoral Commission, which took place last Thursday, focused on the amendment of counting and sorting in the articles of the law in force, to be conducted once in the initial counting and sorting that takes place in the electoral stations "He said. 
    "The fraud and manipulation of previous elections occurred when the transfer of ballot boxes from polling stations to the fund collection center, which is controlled by some parties, the funds are changed and manipulation of the results and then demand the re-counting and sorting." "The new amendments will limit the process of counting and sorting electronically once within the electoral center."
    A member of the legal committee, "Among the points of disagreement between the parliamentary blocs, which hinder the passage of the election law, is the dispute over the electoral system and the mechanism of calculating the seats," noting that "there are other differences on the dates of the elections for the existence of blocks demanding it."

    The Constitution of Iraq (article 65 / I) specifies the mandate of the Chamber of Deputies that the duration of the electoral cycle of the Council of Representatives shall be four calendar years, beginning with the first session and ending at the end of the fourth year. 
    Sahlani agrees with her colleague Amin Bakr, stressing that "no dates proposed by the parliamentary blocs for the upcoming parliamentary elections."
    The parliamentary blocs recently agreed to hold a crucial meeting with Prime Minister Haider Abadi next week, in an attempt to convince him of the postponement scenario, and discuss the possibility of sending a request to the parliament to declare a state of emergency. 
    The House of Representatives hosted the Electoral Commission in last Thursday's session and listened to the most important obstacles facing the holding of the elections, as well as the dates that will change according to the desire of some blocs that demand postponement. 
    The Electoral Commission sent to the Legal Committee proposed amendments to the electoral law in order to enter into Law No. 45 of 2013 in force. 
    "The Committee will ensure all proposals received from the Commission and the parliamentary blocs in the draft law in force to pass them as soon as possible."
