    Ben Sayer explained that "the Municipal Council is the one who has the decision to develop these provinces, and will be based on the technical opinion issued by the Municipality of Kuwait, often will not conflict with the approval of the master plan, and with the opinion of the municipality," noting that in the case of Minister of Works rejected the Minister of State for Municipal Affairs The decision of the Council to approve the proposed two provinces, will be used Article 25 of the law and raise the matter to the Council of Ministers. "
