    Newspaper reports revealed on Wednesday the file rent houses and houses for about 240 officials and employees in the state, revealing their sale or lease at very low prices compared to market prices.
    The file was submitted to the Cabinet of Ministers in June 2015 and is submitted by the Prime Minister's Office to approve a certain mechanism for the lease of state-owned properties in the Green Zone and the adjacent Qadisiyah and Jadriya complexes.
    According to Green Zone workers, most of the officials in the file still occupy leased properties at low prices. All rented houses are owned by the state and by the Ministry of Finance.
    And one of the paragraphs of the mechanism mentioned in the file suggests that the rent of the house be met by the employee, provided that the percentage deducted from the original salary of the employee and not the calculation of the additional allowances, and starting from 5% of the salary value for tenants of less than 100 square meters, Per cent of renters of more than 300 square meters, rents that often represent only about 15 per cent of the value of rents in the Green Zone and adjacent compounds within Baghdad's premium neighborhoods.
    Among the beneficiaries of the low rents cited in the file, to name but a few, is an employee of a former vice-president's office who rents a 850-square-meter house for only 31,000 dinars ($ 26), while the son of the former vice president himself occupies a 400-square- 58 thousand dinars (less than 50 dollars).
    A former prime minister rents a 400-square-meter house in the Green Zone for 800,000 dinars (about $ 670), taking advantage of the 8 per cent discount on his personal salary. The current ambassador also rents a 2,000-square-meter house in the Qadisiyah complex, for 260,000 Iraqi dinars (about $ 210).
    According to the file, a high-ranking official currently rents a 600-square-meter house for only 400,000 dinars (about $ 330), while a former head of parliament houses a 3,000-square-meter house with a rent of two million dinars ($ 1,680).
    A former Secretary-General of the Council of Ministers occupies a 605-meter house with a rent of 400,000 dinars. A senior government official took over a 350-square-meter house for a rent of 154,000 dinars ($ 129).The former minister occupies a house of 630 square meters with a rent of 315 thousand dinars (about 260 dollars).
    The official revealed that some officials occupy more than two state houses. A former senior military official rents 3 houses with rents ranging between 320,000 dinars and 2 million dinars. A former deputy prime minister also occupies the same number of homes. 
    The file of renting and selling state real estate is one of the most complex and important files in Iraq, because of the ramifications of the abuses that affected parties, parties and influential political figures from almost different sects.
    The coalition, "Sawn", supported by Moqtada al-Sadr last Sunday, a set of proposals on the privileges of deputies and a file rental and ownership of state property. Among these proposals are the abolition of the privileges of rent for members of the House of Representatives, ministers and holders of special grades, as well as opening the file of state real estate, and reviewing the law of sale and lease of state funds No. "21" for the year 2013.
