    And appealed to the Presidency of the Republic to allow teams to enter the area to carry out inventories and know what came to those properties and those who exploit them so that the Department can take the fundamentalist measures against them, noting that the most difficult difficulties facing the work of the Department is to override state property, These violations, which included land and real estate of the state and all ministries.

    Al-Rubaie said that his department has a statistical statistic that the excesses on the lands belonging to the Ministry of Education, for example, much more than the excesses on land and real estate belonging to the Ministry of Finance, in addition to the overrun on the land belonging to various ministries, but the weakest link in lifting abuses is the State Real Estate Department Because it lacks the presence of force to raise them like the secretariat of Baghdad, for example, exposing the employees of the department to the threat in case of stepping up cases of abuse, especially as most of the transgressors are influential and others outlawed.      Revealing that the number of excesses in Baghdad on the real estate and state lands exceeded 4,000 cases and reach more than 100 thousand cases exceeded the residential, agricultural, industrial and commercial throughout the country, noting that most of the transgressors are influential and gangs outside the law and some of the parties and members of the House of Representatives and the provinces .

    Al-Rubaie pointed out that his department has opened the parties department in the General Secretariat of the Council of Ministers to inform them of the need to pay the fees for the properties that exceed them. However, so far no action has been taken despite the passage of three months, noting that most abuses are not in the names of these persons but on behalf of close people The department requested the Ministry of Interior to grant the department a force linked to the state and administrative properties of the Ministry of Finance and be ready to lift any excess, but the Ministry of Interior refused to do so because of the lack of security personnel.

    He stressed that his department has several overtures with the General Secretariat of the Council of Ministers to lift the abuses, the latest of which is a letter from the Supreme Commission for Coordination between the provinces No. 98 on the fifth of last November and the establishment of a committee headed by the Secretariat of the Supreme Commission for coordination between the provinces and the membership of the legal department in the Secretariat and the Ministries of Construction and Housing Municipalities and finance to discuss and identify and find ways to address the issue of excesses and proposals necessary to obtain a decision from the Council of Ministers to implement the lifting of abuses.
