Will social security guarantee the rights of workers and earners? An economist answers
Economic researcher Basem Antoine said that Iraqi workers must register under the Social Security Law, while stressing that this law is successful because it is not a first-time experiment and all countries in the world are working on it.
Economic researcher Basem Antoine said, “This law must have an educational process in workers’ and employers’ gatherings, as it gives a positive reflection of the government’s work to reduce unemployment.” He pointed out that “most citizens prefer to work in the government sector through state departments because of the existence of insurance, retirement and benefits.”
Antoine added, “The benefits that Iraqi workers are looking for in government departments are also available in the private sector, as there is a retirement deduction system in this sector until they are retired after a certain period, which reduces unemployment rates in the country.” He wondered, “Why are more than a million foreign workers working in Iraq and the Iraqi worker is unemployed despite the existence of this law?”
He stressed that “the government must educate workers and employers about this law through the media, newspapers and social media.” He explained that “there are more than 9 million workers in the private sector and only 400,000 of them work under the Social Security Law because they have been informed of its many benefits without going to the government sector.”
“This law is successful because it is not a first-time experiment, as all countries in the world work with this law. The worker there is provided with job opportunities, and if he is not provided with a job, he is given a monthly salary, as the International Labor Organization considers that anyone looking for work from the age of 15 to 60 and does not find it is considered unemployed, and the state, in turn, is trying to reduce unemployment rates among its citizens by providing them with job opportunities and giving them their rights, and thus the state and employers take their rights as well.”
It is noteworthy that the Ministry of Labor and Social Affairs announced last May of this year the issuance of income categories for participation in the optional retirement insurance, after its publication in the Iraqi Gazette and its entry into force.
She confirmed, through a statement, that “service in optional retirement begins from the date of submitting the application, and that payment will be monthly according to the category chosen.”
She pointed out that “the participant in the optional retirement service can move from one category to another after one year,” calling on all participants in the optional insurance to “commit to paying the amounts monthly for the category they choose in order to guarantee their rights and ensure a decent life for them and their families.”
