    The topic of the search for possible solutions to overcome the economic problems experienced by Iraq and the need to overcome the current crisis, which can be summarized by atheism and corruption are the most prominent topics that are talked about in the academic circles of economic and even political elites and officials and always.

    To answer these questions, we see that the problem of corruption is usually presented in a way that is difficult to apply either because it is purely theoretical or because it is not possible because it needs realistic data beyond the current reality and its limitations that restrict everyone from the first day to form any government.

    It should be noted that studies have shown that weak governance and corruption affect low growth and investment in various forms and public revenues and lead to higher levels of inequality and exclusion

    On the other hand, improving the country's degree of corruption and governance indicators by moving from the bottom to the middle is linked to a 2 percent increase in the ratio of investment to GDP and an increase of 0.5 percent or more in annual per capita GDP growth Also.

    As for unilateral economic solutions, they are numerous, but they all need the political will and the force of law enforcement to implement them, which is a prerequisite for their success. Otherwise, talk about diversification and attempts to achieve a difficult challenge is not possible, but this does not prevent serious attempts For access.

    We believe that the gate of economic reform of the public budget, can be a very important start in it, and the proposed pillar of this reform is based on the transition to the medium-term fiscal targets in the budget, And this pillar can include other sub-axes contribute to achieve such as transparency of the budget and credibility of public finances and sustainability of public debt and the empowerment of the private sector
