The newspapers published in Baghdad Sunday morning, July 21, continued various issues, including the subject of special grades and proxy positions, and interrogations in the House of Representatives.
On the subject of special grades Al-Zawra newspaper, issued by the Iraqi Journalists Syndicate, said that the Strategic Planning Committee and the follow-up of the government program revealed the inclusion of all special grades as well as that which are managed by the agency with change.
"The number of candidates for special grades is very large, and can not be named by the government in the form of a single batch, but in batches," noting that "the House of Representatives will study the biography Of the candidates and then submitted to vote in the form of batches as well. "
Fahmy added: "The names that will be provided by the Prime Minister at first to the degrees administered by proxy as well as other special grades for those who held the post for a long time, as well as military grades," pointing out: "There are standards must be observed By the Prime Minister in the selection of candidates for special grades regardless of their affiliations, so that the names are submitted to parliament. "
He explained: "All the negotiations and meetings between representatives of the political blocs and the government has been suspended for some time, and some of the blocs of candidates to the Prime Minister that the resolution of the file until the month of October next, and the most important forces left the matter to the Prime Minister to be selected Candidates freely in accordance with the principle of balance. "
The newspaper quoted the MP from the mass of the National Wisdom Movement, Asaad Yassin, that: "There are no electoral benefits, but there are large blocs underestimated the formation of the government at first and took the largest share in the ministries and then returned to the special grades and positions of managers Two years in the state. "
The new newspaper Al-Sabah has followed the question of questioning in Parliament.
"The biggest effort in this election cycle will be the control of the ministries in all the details and tasks," the deputy said.
"The interrogation is a weapon of the House of Representatives in evaluating the performance of the government, and the text of the Constitution, and we hope that the reason for using it is to draw."
The MP pointed out that "the House of Representatives will exercise its oversight functions by all tools, whether it is questioning or parliamentary question, or clarification so that the government will exercise its powers in full," warning of the use of constitutional means of monitoring political targeting.
"The interrogation should be in accordance with the constitutional context, both formal and objective," said the other deputy, Badr al-Zayadi.
He pointed out that "a number of deputies voted in short in the ministries are currently searching for files to complete the process of interrogation as soon as possible."
On another political issue, Zawahiri followed possible changes in the organizational structure and leadership of the Patriotic Union of Kurdistan.
The newspaper pointed to the talk of leader of the Patriotic Union of Kurdistan, Shuan Daoudi, the possibility of fundamental changes in the mechanism of the leadership of the Union during the fourth conference of the party, which is hoped to be held this year.
Al-Daoudi was quoted as saying: "There are wide discussions currently underway to prepare for the fourth conference of the party scheduled to be held in the next few months," pointing out that "the conference usually witness a review of the work of the party and includes changes after the An assessment process for his staff. "
"The conference will witness the election of a new leadership of the party, as well as significant changes in the mechanism of the leadership of the National Union," he said. "The party went through difficult circumstances after the death of its leader Jalal Talabani, The first conference in the absence of its founder. "
Al-Nahar newspaper, for its part, followed the issue of corruption and the role of the Supreme Council to combat it.
"When I announced the establishment of the Supreme Council for Combating Corruption in Iraq, many asked, would this council put an end to financial and administrative corruption, and before this political corruption spread in Iraq, or would it add new burdens devoted The prevailing bureaucracy, especially that corruption is the other side of terrorism, and the violence that has developed in Iraqi society, under a political system based on ethnic-sectarian quotas, which was the base of the clientele, and the spoils. "
"In the 16 years after the US occupation of Iraq, the Iraqi state has been looted internally, externally, regionally and internationally. Even Paul Bremer, the US civilian administrator of Iraq, alone squandered about 8 billion and 800 million Dollars, in a period of not more than one year, and went oil imports, which exceeded 700 billion without a little proceeds.
"The continued deterioration of living conditions and services, health, education, municipal and environmental, including electricity and water, did not benefit all the attempts of popular protest in Baghdad and the rest of the provinces.
