    {Baghdad: Al Furat News} The Prevention Department at the Federal Integrity Commission disclosed its report regarding the project for the rehabilitation and expansion of Rasheed water, noting that the cost of the project exceeds 76 billion dinars.
    In its report on the visits made by its team to the Baghdad Municipality and the Ministry of Planning, the Integrity Department stressed the importance of the Ministry of Planning to continue to follow up on the completion of the project, because of the importance of a wide segment of the population of the Zaafaraniya region and the surrounding areas within the Karrada municipality sector, explaining that the project that Referred to a coalition of two local companies in cooperation with two Turkish companies where work was withdrawn by the Baghdad Municipality.
    The report, a copy of which was sent to the General Secretariat of the Council of Ministers, the Parliamentary Integrity Committee and the Secretary of Baghdad, indicated that work on the project was carried out in late 2008 to 2012, when the problem of renewing letters of guarantee for good implementation and operational advances appeared after the request of the Baghdad Municipality from the executing companies to renew and replace Letter of guarantee to another bank after placing the bank that was previously dealt with under guardianship.
    He pointed out that canceling the work withdrawal from the project, whose cost amounted to (76,186,511,844) billion dinars, and is implemented within two years, not from the authority of the Baghdad Municipality, because of the passage of a long period of time to withdraw the work in 2014 and the inability to apply the provisions of Article (5) of the instructions for implementing contracts General Governmental Authority No. (2 of 2014).
    He added that the companies did not respond to the request to renew and replace the letters of guarantee to another bank; therefore, the suspension of their financial dues and the seizure of their movable and immovable properties was halted, which led to their delay and stopped working, and in 2013 the companies presented new letters of guarantee on the basis of which the seizure of their funds was lifted The project was not re-announced during 2014 due to the financial crisis, pointing out that the Municipality of Baghdad approached the Ministry of Planning for the purpose of re-listing the project within the investment budget table during the years (2016, 2017, 2018). 
    The report indicated that the Ministry of Planning included the project in the schedule of the investment budget for 2019 for the Baghdad Municipality, pointing out that for the purpose of re-working for companies and canceling work withdrawals, the approval of the Council of Ministers to exclude the Baghdad Municipality from the legal form of Article 5 of the instructions for implementing government contracts must be obtained General No. (2 of 2014) after the agreed conditions and requirements are met, provided that the necessary allocations are provided for the implementation of the project by the Baghdad Municipality after conducting the transfer from the annual allocations allocated to its projects for the year 2019.
