    A movement is taking place in the Iraqi parliament to reach a compromise regarding the push and pull around the 2021 budget and the need to vote on it amid delays in reaching an agreement on the disputed articles, as this movement is summarized by the possibility of voting on the agreed articles and postponing those on which no agreement has been reached.
    Where Representative Ali Jabbar revealed that an elite group of parliament members signed a request to hold a parliamentary session next Monday, in order to vote on the country's 2021 general budget, likely to vote on the main points in the budget, while preserving the points that revolve around differences of opinion until the next sessions.
     
    Jabbar said that "the final touches are being put in order to vote on the general budget under the dome of Parliament, based on a series of discussions with the Parliament's Finance Committee and the ministries."
     
    The deputy from the State of Law coalition stressed the "necessity to vote on the budget next Monday."
     
    The head of the Iraqi parliament, Muhammad al-Halbousi, had previously called for a vote on the draft budget bill next Monday, but the matter has not yet been settled due to the Shiite blocs' objection to the formula contained in the draft regarding the Kurdistan region’s share, and the Sunni parties are not satisfied with the share of their provinces.
     
    Regarding the Kurdistan Region’s share of the budget, and the negotiators in this regard, Jabbar said that “there has not been an agreement so far regarding this, and matters have not been resolved with the Kurdish parties to achieve the wishes of the Kurds.”
     
    Jabbar suggested that "voting on most of the budget's paragraphs and its main points, while retaining a number of points, from which were not agreed upon, to other sessions for a vote later."
     
    The spokesman for the Kurdistan Regional Government, Jotyar Adel, said recently that the government has delivered all data and statistics related to revenues and expenditures, oil and non-oil, and biometric registration of employees to Baghdad, stressing the commitment to the principle of transparency and willingness to provide any clarification to remove the problems that may hinder the agreement between the two sides.
     
    During the past period, official delegations from the Kurdistan Region headed by Deputy Prime Minister Qubad Talabani visited the Iraqi capital Baghdad several times and held a series of meetings with government officials, parliament and political blocs, before returning to Erbil recently without reaching a decisive agreement, after the Shiite forces objected to the text contained in project of law.
     
    Article (11 first) provides for the settlement of receivables between the federal government and the Kurdistan Region for the years 2004 through 2020, after the Federal Office of Financial Supervision, in coordination with the Kurdistan Regional Office of Financial Supervision, audited them. Also, starting from the year 2021, the Federal Ministry of Finance will download the debt installments owed by the Kurdistan Region granted to it by the Iraqi Commercial Bank and schedule it over ten years, and Article (11 second) of the draft law obliges the Kurdistan Regional Government to deliver 250 thousand barrels of crude oil per day of crude oil The product is from its fields, and that the oil and non-oil revenues are to be delivered to the state treasury exclusively.
