    10 months have passed since the controversial and unprecedented decision taken by Prime Minister Mustafa Al-Kazemi shortly after his assumption of the position, when the Council of Ministers issued Decision 27 of 2020 to cut the salaries of the Rafha detainees, whose number reaches about 29,000 people, and subject their dues to several conditions according to the decision.

    In spite of the legal and popular praise that the decision earned and considering it "applies social justice", the "bold" step that Al-Kazemi took, and his previous attempts to defend the decision and confirm not to retract it, ended 10 months after his birth, to the cancellation, and at the hands of the Council of Ministers The same who issued the decision, to return Al-Kazemi "disappointed" in his step, which did not yield anything, as he will have to pay about 300 billion dinars "in one go" to the beneficiaries of the Rafha law, in compensation for the salaries of the previous months that stopped.
    The previous months witnessed the payment of salaries to some categories of Rafha detainees, who updated their information with the Pension Authority, to match the conditions stipulated in the Cabinet decision, such as proving that no other salaries were received, whether retirement or employee salaries, as well as the salary being restricted to the head of the family instead of disbursing them to all Family members, in addition to proof of residency inside Iraq and not outside it, as the Political Prisoners Foundation announced last November, the launch of Rafha salaries for the months from last June to November for 4,000 people from Rafha detainees in the country only, out of a total 29 thousand, most of whom are outside Iraq, after updating the data in accordance with the terms of Resolution 27.
    Al-Kazemi retracts his decision .. About 400 billion dinars will be spent in one go
    A few days ago, the Council of Ministers, during its session held last week, presented its Resolution No. (27 of 2020), against the background of the House of Representatives vote last January, to "reject in principle" the decision of the Council of Ministers regarding Rafha detainees, while the Council excluded the paragraph ( 4) from him, especially the emphasis on the implementation of Article (10) of the Unified Pension Law, which prevents him from combining two salaries, and thus the salaries will be returned to Rafha detainees for all family members, with his previous value exceeding one million and 200 thousand in addition to other privileges such as paying an additional 60 thousand for Every year of detention, and other privileges and exceptions related to academic seats for postgraduate studies and other things, after the Cabinet's decision set the highest salary ceiling of one million dinars, as well as the return of salaries to Rafha detainees residing abroad.
    Moreover, the suspended salaries will be returned to all the aforementioned groups with a 10-month retroactive effect, according to the statement of the Political Prisoners Foundation.
    Majid Al-Zarkani, director of the Foundation’s media, said in an interview with the official agency, followed by Ultra Iraq, that “the cabinet’s decision regarding Rafha’s detainees was presented to the House of Representatives and did not vote to cancel the legal article covered by it. The ministers did not pass in the House of Representatives. "
    He added, "All the rights of the Rafha detainees will be returned to them in full detail, because they are asking the state for financial dues of approximately 10 months."
    According to official data, and despite the discrepancy in the numbers, it is estimated that the salaries of Rafha detainees are estimated at 40 billion dinars per month, which means that the government is obligated to pay at least 400 billion dinars "in one go" to Rafha detainees who have cut their salaries for 10 months.
    Will they receive 4-month salaries twice?
    Last December, the official news agency quoted the Director General of the Pension Authority, Ayad Mahmoud Hadi, statements that talked about the payment of 4-month salaries to 25 thousand beneficiaries of the Rafha Law, which means the salaries of all the beneficiaries of the law, even those who did not meet the conditions of Decision 27 .
    Hadi said in his statements followed by "Ultra Iraq" at the time, "The Ministry of Finance paid for the current month (December) nearly 981 billion dinars, and the Pension Fund paid 570 billion dinars, as the total salaries for the current month reached one trillion and 550 billion dinars, pointing to That "the volume of salaries of the previous month amounted to 1 trillion 363 billion, of which 850 billion came from the state treasury and more than 400 billion from the fund."
    At the time, Hadi attributed the reason for the increase in pension expenditures for the month of December, to “implementing decision 147 for the salaries of Rafha detainees for a period of 4 months,” noting that “the decision was implemented from November 1, 2020, not July 1, 2020.” Stressing that "the beneficiaries who number about 25 thousand have cost the state for this month an amount from 150 to 160 billion dinars."
    The statement shows a contradiction with what the Political Prisoners Association spoke about today, Friday, when it confirmed that Rafha detainees are asking the state for 10 months' salaries.
