Many problems occurred, in the absence of implementation of the Consumer Protection Law, and this was accompanied by an increase in voices demanding that more measures be taken in order to protect both people and the economy, but the ever-present problem is that when the concerned authorities begin to take such measures, the same voices return. It raises its objection to any such procedure, claiming that this would harm the country’s higher interest! A similar matter happened when a number of international companies were contracted to undertake the inspection process before supply, meaning examining imported goods, goods and products in the country of origin, and issuing a certificate. Implementation, and at a time when the major international companies that manufacture and export cars have committed to, and even welcomed, this specification, because it protects their rights, as well as the rights of the consumer, but on the other hand, there are voices that still seek to thwart the implementation of these specifications, under various pretexts. Sometimes they say that it is a Saudi specification, Others point out that the specifications of the cars they import are higher than the requirements of the Iraqi standard itself. This is happening at a time when the Standardization and Quality Control Authority annually issues tens of thousands of certificates of conformity for cars that met the requirements of the Iraqi standard.
Certainly, Iraq is not the only country that adopts a national specification for vehicle inspection. Rather, it was very late in starting to implement that specification, and that was in 2021. There is also no country in the region, at least, that can allow the entry of cars that do not conform to its national specifications.
