The House of Representatives prepares to host the Minister of Finance to answer 3 issues
The House of Representatives is preparing to hold a session to host Finance Minister Ali Allawi to inquire about the issue of foreign loans, raise the price of the dollar, as well as the issue of deduction from employees' salaries. Representatives say that the hosting session may turn into an interrogation and then dismiss the minister. MP Hassan Khatti, a member of the Iraqi coalition, said in an interview with Al-Mada, that "seeking to interrogate the Minister of Finance is not new, and the request has been made on the two issues of foreign loans and raising the exchange rate of the dollar."
Khatti added, "something new has happened during the past few days, which is the book on imposing an income tax, in which it was incorrectly based on an article in the budget."
He pointed out, "The salaries of employees should not be approached, and we have previous confusion that occurred last year in delaying their payment, and we have noticed the impact of this on the general economy."
Khatti stressed, "The Iraqi economy is strong, and through maximizing resources, it can provide salaries in full, and not to invoke the financial crisis."
A member of the Iraqi coalition believes that "Iraq needs a measure in the process of managing its economy, which has enormous potential, the most important of which is oil."
"The current crisis is not really a result of the collapse or weakness of the economic system, but rather a result of mismanagement, and it is possible to better manage resources," Khalati went on.
In turn, the last member of the coalition, Abbas Al-Surrout, said that “signatures were recently collected in the House of Representatives to host and question the Minister of Finance, Ali Allawi, especially with the emergence of the clause imposing taxes on the salaries of state employees, in which a kind of fraud took place,” likely “returning the paragraph to Parliament to amend it ”.
Al-Sorout added that "hosting and questioning the Minister of Finance may take place during the current or next week," stressing that "opinions differ about his dismissal, but in the final outcome, the decision depends on the minister's answers." A member of the House of Representatives indicated that "there are several files that will be raised, the most important of which is the dollar exchange rate and the provision of taxation on employees' salaries, during the questioning session of the Minister of Finance." In addition, a member of the House of Representatives, Representative Mansour Al-Baiji, addressed the Minister of Finance, Ali Abdul-Amir Allawi, not to approach the salaries of employees, while indicating that what he is doing is "blowing up" the law and the constitution.
Al-Baiji said in a statement received by Al-Mada, “The Minister of Finance must leave the employees’ salaries and never touch them, especially since oil prices have recovered and rose greatly, and there is no reason to re-request the imposition of a tax on employees ’salaries, because it is unacceptable and we will not allow it. Permanently".
He added, "The Presidency of Parliament has to intervene quickly and say its final word regarding deduction from the salaries of employees, and not allow one dinar to be deducted from salaries."
He pointed out that "any deduction after the parliament voted to cancel it is a violation of the law and the constitution, which gave the parliament powers to amend laws, and this step cannot be allowed after the parliament voted to cancel them." And he indicated, "The government should not rely on the salaries of employees in every financial crisis that the country is exposed to, and it is imperative to find appropriate solutions away from the salaries of employees, because it is not possible for the employee's salary to be subject to every financial crisis our country is going through."
He continued, saying, "We will not accept or allow any deductions on the salaries of employees for any reason, especially after the dollar exchange rate has been raised that harmed all the Iraqi people. Therefore, the government must stand with its people, not work against them."
On Friday, the Ministry of Finance issued a statement explaining the tax withholding, which caused an uproar on social media.
The ministry said in a statement received by the (range), that it "clarifies to the public opinion that it is working to implement all the decisions and texts contained in the General Budget Law for 2021 that the House of Representatives voted on.
She added, “The book, which bears the signature of Minister Ali Abdul Amir Allawi regarding tax withholding, came in implementation of the provisions of Article 34, paragraph (c) of the General Budget Law, which includes (The House of Representatives cancels all customs and tax exemptions and exemptions granted by the decision of the Council of Ministers unless stipulated in the laws in force) “. The ministry confirmed that it "applies the law in paying the tax on all income, including the nominal salary and allocations, and the exemption obtained from the Council of Ministers was exceptional." The ministry's statement indicated that "the proposed tax deduction does not include the lower classes, and the Council of Ministers has the power to cancel it." He continued, "The ministry was able to move steadily through the white paper to put the national economy on the right track and move away from dependence on the oil resource and banish the specter of repeated financial shocks that the country was exposed to as a result of global oil price fluctuations."
The ministry called, according to its statement, to “divert the country's interest from auctions and the method of mobilization that has a negative impact on everyone,” noting that it is “keenly keen to guarantee the constitutionally guaranteed right of employees and citizens and no auctions in that.”
