Today, Monday, the Parliamentary Finance Committee confirmed the inability to create job grades and projects outside the 2021 budget, while indicating that it is not possible to include all governorates with all allocations.
A member of the committee, Representative Adnan Al-Zorfi, said in a press statement, "It is not possible to create any job grades outside the budget, and no party has the authority to do so, because it has been voted on and is considered effective."
He added that "projects can not be added outside the budget after allocating sufficient amounts in the investment plan."
Al-Zorfi added that "12 trillion dinars have been allocated to ministries and for the development of regions and governorates, 5 trillion dinars," stressing that "these amounts are sufficient to implement many projects."
He continued that "the Finance Committee directed the governors during its meeting with them to complete the plans of the province for the purpose of approval and send them to the Ministry of Planning to allocate the financial sums to it."
He stressed that "public revenues are the ruler of expenditures, and therefore it is not possible to include all provinces with all allocations and cover all projects, but to projects that have priorities."
Al-Zarfi concluded by saying that "the Finance Committee monitors the projects that are lagging with the ministries to end the gap of problems with the ministries and provinces
