The High Commission for Human Rights will enter next August, in a “legal vacuum,” due to the end of the current session of the Board of Commissioners, in light of fears of delaying the formation of its new council, especially since the current session took its formation to submit to vote for a whole year.
The Commission is the "only national institution" that documents the violations that take place in Iraq, as well as refers them to the competent authorities, at the forefront of which is the judiciary to limit these violations and hold those responsible accountable, and it also follows up on Iraq's international obligations.
The Commission has worked for years to follow up many files, including criminal justice, civil and political rights, demonstrations and protests, in addition to the Corona pandemic file and the health file, to completely fill the shortage in health institutions.
The Parliamentary Human Rights Committee held several meetings in the presence of the First Deputy Speaker, Hassan Al-Kaabi, to amend the Human Rights Commission law and address the defect, but the Eid holiday delayed agreement on the amendment proposals.
The commission's spokesman, Ali Al-Bayati, told Al-Sabah: The absence of the Board of Commissioners from the body of the Commission means that it is frozen, the absence of its oversight role in Iraq, and that it remains without real management, as the largest job title in it does not exceed a department manager in the absence of the Board of Commissioners.
He added that "the Commission includes 15 offices in the provinces and at least 600 employees," noting that "the previous session and after the end of the duties of the Council of Commissioners were authorized by the House of Representatives to manage the Commission, and this is contrary to the Commission Law No. 53 of 2008."
Al-Bayati urged the Parliamentary Human Rights Committee and the Parliament to "urgently establish a committee of experts for the formation of the new Board of Commissioners and choose competent personalities capable of running this important institution in difficult circumstances with regard to human rights in the region."

For his part, Deputy Chairman of the Parliamentary Human Rights Committee Qusay Abbas al-Shabaki revealed to “Al-Sabah” that “several meetings were held in the presence of the First Deputy Speaker of Parliament, Hassan al-Kaabi, but the House of Representatives holiday was a reason for this matter not being resolved,” indicating that “the Rights Committee Parliamentary rights are studying amending the Commission’s law, treating the defect after the Eid holiday, and resuming parliamentary sessions and meetings.
