    A member of the Parliamentary Legal Committee, Hassan Fadam, said in a statement to the Iraqi News Agency, “The House of Representatives obligated the government, during the 2021 budget, to resolve special job grades (degrees managed by proxy), noting that “former prime ministers exceeded the constitution and violated the laws in force by appointing special grades.” for sensitive proxy sites.
    He added that “this file is one of the reasons for corruption, and the lack of interest in government institutions,” noting that “whoever is appointed by proxy is dismissed, and the institution does not gain job stability, and the director or head of the institution appointed by the agency cannot take real reforms, because he is threatened with dismissal at any moment.” .
    And he confirmed that “the House of Representatives put in the 2021 budget an article obligating the government to end the file of managing institutions by proxy and to nominate names that are valid to manage institutions within a maximum period of 6/30, and despite the passage of several months since the budget was approved, no names have reached Parliament so far.”
    He continued, "The file remaining suspended is a major flaw in the state administration," noting that "sending the names from the government does not need to be included in the budget, but the lack of commitment of previous governments called on the House of Representatives to add it within the budget."
    Earlier, the Deputy Chairman of the Law Committee, Muhammad Al-Ghazi, confirmed to the Iraqi News Agency (INA) that "the Council of Ministers seeks to complete the special grades before the date of June 30 of this month, and sends them to the House of Representatives for a vote."
