Al-Kadhimi directs the re-examination of instructions to facilitate the implementation of the Financial Management Act
The Prime Minister, Mustafa al-Kadhimi, addressed the 27th regular session of the Council by adding a representative of the Ministry of Planning to the Diwani Order Committee (7 for 2020) on preparing instructions to facilitate the implementation of the amended Federal Financial Administration Act (6 of 2019).
The General Secretariat of the Council of Ministers said in a statement received by The Shafaq News agency, the directive included a re-examination of the instructions to facilitate the implementation of the federal financial management law, taking into account the general observations set by the Ministry of Planning.
Under the directive, the Committee will submit its recommendations to the General Secretariat of the Council of Ministers within a maximum of 45 working days, with the instructions mentioned by the Council of State being audited as quickly as possible, according to the statement.
The Financial Management Act, for the purpose of regulating the rules and procedures governing financial and accounting management in the field of planning, preparation, implementation, oversight and audit of the federal budget and directing all federal revenues to the public treasury, to cover public spending, to determine the administrative and technical association of internal oversight units, to develop mechanisms for the implementation of budgets, to commit each implementing entity and to determine the responsibility of the Ministry of Finance in the implementation phase, as well as to set specific dates for the submission of audit balances and final accounts and to commit to The principles of the budget (budget transparency, budget comprehensiveness, budget unit and budget year) when preparing and implementing the federal budget and related matters in order to ensure macroeconomic stability and financial stability, enhance the allocation of budget resources, improve the efficiency and effectiveness of the agreement, ensure optimal management of cash and improve the quality of budget information provided to the House of Representatives and the public.
