Civil Service Council: Controls for appointing land donors

The Federal Service Council has formed committees to prepare the controls for allocating job grades to donors of a plot of land for the purpose of establishing schools or health centers.
The official spokesman for the council, Saad Al-Lami, told Al-Sabah: The council is working on preparing the controls for implementing the Cabinet’s decision to create two job grades allocated to each person who donates a plot of land to build a school, health institution, or any government service institution for the public good.
He pointed out that the Federal Budget Law for the years 2023, 2024 and 2025 includes obligating the relevant sectoral bodies and governorates to transfer the ownership of lands donated by individuals for the purpose of appointment to schools, hospitals, or important government institutions.
Al-Lami added that the Council formed several committees with the relevant authorities in order to determine the controls for this, as the matter requires a series of procedures in order to activate the decision in the correct manner, in light of the completion of the files of a number of donors and the verification of their land deeds.
As an incentive and honor to citizens who support the state’s efforts in implementing its service projects, the Cabinet approved last year granting donors of plots of land to build schools and investment plan projects additional personal grades for appointment to the grades resulting from deletion and creation. The Ministry of Finance and the Federal Public Service Council are responsible for implementing the above, each according to his specialization.
Al-Lami pointed out that the Council is monitoring with the Ministry of Finance the non-filling of vacant job positions that were allocated to a number of applicants within the second phase of employing the first and holders of higher degrees, indicating that there are specializations for which job positions were allocated, but they did not fill them for several reasons, including their lack of desire for them or that they have private work that makes them unnecessary to employ them. Therefore, these positions are returned to the Ministry of Finance for the purpose of recycling them and benefiting from them in employing human resources. However, the Council has not determined whether they will be included in the third phase of employment or otherwise until the completion of the administrative procedures related to the rotation process.
