    [size=45]The current parliamentary session was described as the “worst and least effective” compared to previous parliamentary sessions, and it was not at the level of ambition in completing and passing laws.[/size]
    [size=45]It also witnessed multiple absences, which the Presidency refused to announce, and withheld its information from public opinion, according to reports prepared by institutions concerned with monitoring the performance of the House of Representatives.[/size]
    [size=45]The deficit in the performance of the legislative authority, especially at the end of the last legislative term, will postpone the adoption of (80) laws whose first and second readings have been completed, as well as the deportation of (56) laws that are suspended and controversial since previous sessions to the new parliamentary session.[/size]
    [size=45]The current parliament committed a clear violation of the constitution by keeping four parliamentary seats vacant despite the approval of the Federal Court on the names of its four deputies, who did not swear the constitutional oath until this moment, while it was proven that a number of members of parliamentary committees moved from one committee to another without the parliament’s approval of those Transfers.[/size]

    [size=45]Muzhar Al-Saadi, director of the Iraqi Parliamentary Observatory, said in an interview with (Al-Mada) that “the House of Representatives in its current session completed the first reading of (173) laws, and the second reading of (129) laws, and voted on (93) laws, while the previous session ( And for a period of only three years, Parliament held (188) sessions in which it was able to complete the first reading of (216) laws, and the second reading of (168) laws, and voted on (115) laws.[/size]
    [size=45]He added that "this parliamentary session, since its inception, witnessed a clear stumbling block in the holding and regularity of sessions, and a delay in the formation of permanent parliamentary committees; Therefore, the legislation was disrupted,” noting that this session is less transparent with Iraqi society; Because the Presidency, and specifically the Speaker of Parliament, deliberately withheld the names of absent deputies, in contrast to previous parliamentary sessions, which used to announce absences and warnings by name.[/size]
    [size=45]The law of the House of Representatives and its formations, which was approved in 2018, obligated the Presidency of the House of Representatives to publish the absences of representatives, and specified mechanisms for the dismissal of each member whose absence exceeded the permissible limit according to this law.[/size]
    [size=45]Al-Saadi pointed out that “the general average of MPs’ absenteeism in the third legislative year of the current parliament reaches the limits of (142) deputies. The agenda of most of the sessions that were held, not all the paragraphs of the table were discussed, which indicates that there is confusion in the paragraphs of the agenda for most of these sessions.[/size]

    [size=45]Al-Saadi added that "out of (173) laws that Parliament completed its first reading, there are (44) laws, which were not submitted for the second reading despite its completion," adding that the laws that completed their second readings (129 laws), among them (36) laws that were not voted on. After completing the second reading. And he stated, "If we collect the laws (44 + 36 laws), the total will be (80) laws, all of them will be transferred to the next parliamentary session and will be returned to the new government for reconsideration," explaining that the constitutional laws (constitutionally stipulated) and the number (56) laws are all gone, the most important of which is the law Oil and Gas, which Parliament, in all its previous and current sessions, was unable to read first.”[/size]

    [size=45]He pointed out that "among the suspended constitutional laws are the law on the formation of ministries, the powers of ministers, and the determination of the number of ministries for each government and its structure, as well as the law of the Federal Council, which is complementary to the legislative authority and its structure.     [size=45]Al-Saadi, director of the Observatory, which is an observatory specialized in monitoring and documenting the performance of the House of Representatives, added that “the decisions taken by the House of Representatives are often not binding on the government, and on the contrary, the laws that legislate are binding on the executive authority to implement them,” noting that “Parliament’s work is to legislate laws and monitor the performance of the government, And not issuing decisions that are often not binding like laws.”[/size]
    [size=45]He noted that "this parliamentary session is very different from the previous parliamentary sessions, as it questioned only one official, the head of the Media and Communications Authority, and he was dismissed," adding that "talking about the existence of other interrogations is incorrect."[/size]
    [size=45]He explained that "the actions of some deputies by pressuring the ministers in order to obtain appointments created a state of rebellion by government institutions against Parliament, so some ministers did not receive a number of deputies, which weakened the oversight role."[/size]

    [size=45]He said that "this council is the most late in forming its permanent committees, which was reduced to twenty committees after it was twenty-nine, and then returned to twenty-four committees," noting that until the sixth of last April, there are movements between members in most of the committees.[/size]
    [size=45]He added, “Movement violates the internal system of the House of Representatives, because it is required to vote on the members of each committee, and therefore movement requires a vote by the House of Representatives,” noting that there are committees that did not present any law and even the proposed law on interests, clans, region, governorates, integrity and education.[/size]

    [size=45]And he added, "The constitutional breach that this council signed is that it worked throughout the previous and current period with a lack of four deputies who did not swear the constitutional oath," pointing out that "the constitution provides for the presence of one representative for every 100,000 people, and therefore those deputies who did not repeat the oath did not represent nearly four hundred." 1,000 Iraqis in Parliament, and this is a clear violation of the constitution.”[/size]
