[size=45]It also witnessed multiple absences, which the Presidency refused to announce, and withheld its information from public opinion, according to reports prepared by institutions concerned with monitoring the performance of the House of Representatives.[/size]
[size=45]The deficit in the performance of the legislative authority, especially at the end of the last legislative term, will postpone the adoption of (80) laws whose first and second readings have been completed, as well as the deportation of (56) laws that are suspended and controversial since previous sessions to the new parliamentary session.[/size]
[size=45]The current parliament committed a clear violation of the constitution by keeping four parliamentary seats vacant despite the approval of the Federal Court on the names of its four deputies, who did not swear the constitutional oath until this moment, while it was proven that a number of members of parliamentary committees moved from one committee to another without the parliament’s approval of those Transfers.[/size]

[size=45]He added that "this parliamentary session, since its inception, witnessed a clear stumbling block in the holding and regularity of sessions, and a delay in the formation of permanent parliamentary committees; Therefore, the legislation was disrupted,” noting that this session is less transparent with Iraqi society; Because the Presidency, and specifically the Speaker of Parliament, deliberately withheld the names of absent deputies, in contrast to previous parliamentary sessions, which used to announce absences and warnings by name.[/size]
[size=45]The law of the House of Representatives and its formations, which was approved in 2018, obligated the Presidency of the House of Representatives to publish the absences of representatives, and specified mechanisms for the dismissal of each member whose absence exceeded the permissible limit according to this law.[/size]
[size=45]Al-Saadi pointed out that “the general average of MPs’ absenteeism in the third legislative year of the current parliament reaches the limits of (142) deputies. The agenda of most of the sessions that were held, not all the paragraphs of the table were discussed, which indicates that there is confusion in the paragraphs of the agenda for most of these sessions.[/size]

[size=45]He explained that "the actions of some deputies by pressuring the ministers in order to obtain appointments created a state of rebellion by government institutions against Parliament, so some ministers did not receive a number of deputies, which weakened the oversight role."[/size]
