    [size=45]Yesterday, Saturday, the House of Representatives Services Committee revealed the unification of two bills into one law to address the crisis of slums in agricultural areas or within the boundaries of municipalities, stressing that it was raised to a vote after making several amendments in coordination with the ministries of planning and construction, while warning against proceeding with the removal of abuses without finding Alternatives for poor families.[/size]
    [size=45]Committee member MP Abbas Yaber said in a statement to (Al-Mada), that "the government's campaign to raise the abuses is a good step, but it came late and is supposed to be studied."[/size]
    [size=45]Yaber added, "Several types of overtaking exist in the country, the first of which is overtaking on the sidewalk, public buildings or the public street," calling on the state to "deal with these cases very firmly."[/size]
    [size=45]He pointed out that "there is another type of abuse, which has reached nearly 27%, which are called slums, and they are divided into two categories, the first in agricultural areas, and the other in municipalities within the population design."[/size]
    [size=45]And Yaber indicated that “the removal of this type of transgression should be accompanied by finding solutions and finding alternatives; Because most of the slums are inhabited by poor families.”[/size]
    [size=45]He stressed, "The Services Committee has taken a firm decision from the state to remove the bypass from sidewalks and public buildings, but the issue of slums should be dealt with according to sound and correct solutions that do not affect poor families."[/size]
    [size=45]Yaber continues, "The campaign should be continuous and not temporary, as happened many times when the bypass is removed and then the bypasser returns to the same place, once the security forces withdrew."[/size]
    [size=45]And he believes, "the need to form a security force linked to the municipalities and the Municipality of Baghdad by a decision of the Council of Ministers, called the Municipal Police, to be responsible for removing abuses and following up on this file."[/size]
    [size=45]Yaber stated, "The trespassers who set up shops for them should allocate yards for them to practice their professions, and these solutions should also be applied to the transgressed dwellings by finding alternatives for them by distributing plots of land or low-cost homes in installments," warning against "leaving people in the open." .[/size]
    [size=45]And a member of the Parliamentary Services Committee added, “Two bills are in the House of Representatives at the present time. The first relates to slums in agricultural areas, and the other relates to slums in cities.”[/size]
    [size=45]And he added, "The two bills reached Parliament late, and they contained many flaws and points that are not suitable for correcting the current situation."[/size]
    [size=45]And he spoke about "establishing workshops in which the ministries of planning and reconstruction participated, as well as holding many meetings with the relevant authorities in this regard."[/size]
    [size=45]Yaber revealed, “The House of Representatives has merged the two projects into one law for slums, which has two chapters, the first for agricultural lands and the second for cities, with the addition of a paragraph to create a fund to support slums, and this law has reached the voting stage.”[/size]
    [size=45]And he finds, “Each governorate has its own peculiarity, as it witnesses a different kind of transgression from the other, but in sum, the poor should be protected from any government action, and this will only be a strict and scientific decision issued by the Council of Ministers, provided that it is actually implemented.” Yaber added that “the local administrations in the governorates prepared in 2016 a map of the slums and their residents that can be used in dealing with this file, in accordance with the legislation in force, and by taking advantage of the law that we are currently working on enacting.”[/size]
    [size=45]For his part, MP Jamal Fakher, a member of the committee, said in an interview with Al-Mada that "Iraq has not witnessed since 2003 the development of any strategic solutions to the housing crisis."[/size]
    [size=45]Fakher continued, "The souls of Iraqis have reached 40 million, and this population increase has not been accompanied by any clear urban development, especially in terms of providing housing for poor families."[/size]
    [size=45]He pointed out that "when the poor exceeded some lands, this came as a result of despair that the state will not provide them with investment housing complexes."[/size]
    [size=45]He continues, "The distributed lands are devoid of any services, and are about 15 kilometers away from the governorate center, and therefore they have not been used."[/size]
    [size=45]Fakher agrees with Yaber, that "to proceed with the campaign to remove the excesses on the homes of the poor, should be accompanied by finding solutions."[/size]
    [size=45]He demanded, "the construction of housing complexes in each governorate in stages, comprising in each stage about 5,000 housing units."[/size]
    [size=45]Fakher expressed his belief, that "this step could be a real beginning to solve the crisis in a scientific and thoughtful manner, especially since Iraq is characterized by the presence of vast areas that can be invested in establishing model complexes."[/size]
    [size=45]Fakher concluded, "The solution to this crisis should be shared by the federal government with local administrations, and no action should be taken that would leave people homeless."[/size]
    [size=45]The Prime Minister, Mustafa Al-Kazemi, had announced earlier the launch of a campaign to lift the abuses after the killing of the Karbala municipality director at the hands of one of the abusers, who was referred to the Criminal Court.[/size]
