Shafaq News/ "An agreement between the owners of private generators and the Iraqi electricity distribution departments to deprive citizens of energy at the end of each month, for the purpose of paying high levy wages to the owners of those generators."
Citizens believe that there is a hidden agreement between the owners of private generators with the government distribution departments to turn off the national energy at the end of each month, so that the pricing for private generators will be approved at the highest possible price, to return to stability once the collection is completed.
Advance confidentiality agreement
Citizen Muhammad Al-Hasani told Shafaq News Agency, "A prior agreement is being made between the owners of private generators and the electricity departments to increasingly switch off the national energy before the end of each month, and this continues for five days after the month," noting that "the owners of generators in the region agree on the price of the amps at a high price to be Imposing it on citizens who succumb to it because they have no alternative.”
He adds that "this matter has become tangible and has not been hidden from all citizens for years, and it is not excluded that there is financial corruption among the owners of private generators and officials in the distribution departments and even the provincial councils that supervise this."
The citizen (Um Ahmed) told Shafaq News Agency, "There is a big conspiracy being hatched against the poor citizen between the owners of generators and the national electricity distribution," indicating that the past days of October did not witness any interruption, while the interruptions started at the end of the month to reach four Hours, which is a signal to inform the poor citizen of the readiness to pay the money, which she described as “unlawful” to the generator owners, as she put it.
Umm Ahmed indicates that "this situation is repeated every month without any deterrent by government agencies," noting that "this matter has burdened the citizen, who is now paying large sums of money to provide simple electrical energy, which is one of the most important duties of the government towards the citizen."
Corruption and weak oversight
Economist Dergham Muhammad Ali told Shafaq News Agency, "What happens in the national electricity cuts at the end of each month is an indication of the corruption of the government apparatus, and its complicity with the owners of generators at the expense of the citizen to blackmail him," noting that "this behavior is permanently recorded on the departments Electricity distribution, which is a general case, not a private one.
Ali believes that "this is an indication of the weak control over the distribution departments and giving their cadres powers that could oppress the citizen without legal accountability."

For his part, "Ali Hussein," the owner of one of the private generators in the Karrada area of Baghdad, described the power outage at this time of the month as "pure coincidence," denying "the existence of such agreements."
Hussein told Shafaq News Agency, "What happens in terms of power cuts at this time is sometimes a matter of chance, given the weakness and lack of electricity production in Iraq."
He points out that "the private generators are monitored by the local and governorate councils, and they set the official price for each month," but at the same time, "most of the private generators do not abide by the pricing, but are determined by agreement between the owners of the private generators in each region."
Electricity denies: "SCADA" system does not allow
For its part, the Ministry of Electricity denied the existence of any agreement with the private generators regarding the operations of cutting the national electric power at the end of each month.
The ministry's spokesman, Ahmed Moussa, told Shafak News Agency, "This call is incorrect with evidence that "our terminals and intermediate stations are connected to the SCADA system, and no operator can tamper with the programming," stressing that "there are supervisory bodies that follow up the programming, as well as there is a record of the loads, and there is a schedule For programming you feel national control and distribution."
He added, "The interruption that occurred during the past two days was due to bad weather, as strong winds caused the separation of some lines and caused some emergency work on the distribution networks, which were soon remedied and completely re-equipped."
