    Today, Monday, Mahmoud Khoshnaw, a member of the Patriotic Union of Kurdistan, said that the problems between the regional and central governments can only be solved through direct dialogue.
    Khoshnaw told Earth News, "The Patriotic Union of Kurdistan has always encouraged a permanent dialogue with the federal government in accordance with constitutional texts and based on the constitution and what is related to the file of money and energy." 
    There are many differences between Erbil and Baghdad regarding multiple files,   starting with the money and energy file, passing through Article 140 and the defense system.”
    He added that "there is no choice in front of the federal forces and in front of the Iraqi political parties, specifically if we talk about the constitutional institutions between Kurdistan and the federal government, whether dialogue and going to radical solutions, not patchwork, so the oil and gas file is an essential and important part of the issue of reaching a text through which we can pass it in the Iraqi parliament And to radically end this file and go to legalizing the oil and gas file in accordance with Article 112 of the Constitution.”
    Khoshnaw continued, "The outstanding problems are certainly not resolved except through channels of communication and direct dialogue," noting that "the government delegation to the Kurdistan Region in Baghdad is discussing this issue, specifically the decision of the Federal Court and how to reach common points through which we ensure that matters are constitutionally addressed."
    And he indicated that "these challenges are great for both parties, and we encourage dialogue based on the constitution, as well as the legislation of the oil and gas law that guarantees the rights of all."
    A delegation from the Kurdistan Regional Government is scheduled to visit Baghdad, to discuss the most prominent points of contention between the regional governments and the Center.
