More than 90% of students do not understand what they read.. The World Bank is financing an education project in 3 Iraqi governorates
Shafaq News/ The World Bank announced a new project worth 10 million US dollars to support innovations for learning in three of the lagging Iraqi governorates, indicating that human capital in Iraq represents less than 15% of total wealth, which is the lowest rates in the Middle East and North Africa region. .
The bank said in a statement, seen by Shafak News Agency, that "the aim of the new project is to enhance the teaching practices of Arabic language and mathematics teachers, and to improve the reading, writing and arithmetic skills of primary school students from the most needy groups in the Iraqi governorates, where development lags behind other governorates."
He added, "Human capital development is at the core of achieving sustainable economic growth, and human capital in Iraq represents only 15% of the total wealth, which is one of the lowest rates in the Middle East and North Africa region, largely due to poor education outcomes."
He pointed out that "years of conflict and structural deficiencies led to an educational system that is unable to provide basic skills to students - which form the basis of learning and skills development," noting that "the most recent assessment of reading skills for the first grades and an assessment of mathematics skills for the first grades showed that by the third grade, the majority had not been The vast majority of Iraqi students assessed have acquired some sufficient basic skills - with more than 90% of students unable to understand what they are reading."
And he added, "Nearly a third of third-graders were unable to answer correctly a single question about an age-appropriate text they had just read, and 41 percent of third-graders were unable to correctly solve one arithmetic subtraction problem."
He stressed that "one of the low learning outcomes highlights the urgent need to focus - according to which it is a priority - on students from the most needy groups and at risk of being left behind and dropping out of the education system, as the dropout of students from primary schools has increased in the recent past, and only half of the students have completed education. The poorest groups," noting that "the new project is directed towards students belonging to the poorest groups to prevent further learning losses among them and to ensure education for all Iraqi children."
Commenting on this, Saroj Kumar Jha, Regional Director of the Mashreq Department at the World Bank, said: “Enhancing the learning and productivity of this and future generations in Iraq, and thus securing the economic and social benefits that result from it, requires investments in basic skills for students from the most needy groups. The new project is to help Iraq improve reading and mathematics learning outcomes for more than 300,000 students and improve teaching practices for more than 4,000 math and Arabic teachers in the three poorest governorates of Iraq.
He pointed out that "the new project will be implemented by the Iraqi Ministry of Education in close cooperation with the ministries of planning and finance over a period of two years. As for the results that will appear in the framework of the implementation of this project, they will be used on a broader national scale and direct the necessary reforms to raise the level of quality and relevance of education in Iraq." .
It is noteworthy that the financing of innovations for learning will take place within the framework of the "Iraq Recovery, Recovery and Reconstruction Fund", which was established in partnership with the Government of Iraq in 2018 and co-financed by Germany, the United Kingdom, Canada and Sweden. It provides a platform for financing and strategic dialogue for development and reconstruction, with a focus on targeted reforms and public and private investment in social and economic recovery activities.
