The results of the question that was directed to the survey sample related to the reasons for the spread of the phenomenon of beggary in Iraq showed that 45% of them indicated that the reason for the spread of this phenomenon is due to poverty and unemployment, and that 29% confirmed that the causes of the phenomenon are moral, while 26% of the sample indicated that its causes are due to the issue of disintegration families, and 21% of them confirmed that political reasons played a role in its spread, while 51% of the sample believed that the causes of this phenomenon are due to all of those reasons.
family and morals
The responses of about half of the survey sample (51%) showed that the high rates of poverty, unemployment, disappearance of moral scruples, family disintegration, and political issues that the country suffers from, such as displacement and terrorism, all of these issues combined contributed to the spread of the phenomenon of beggary in Iraq.
Dr. Wesal Abdullah Hussein, a member of the research team, said, “We asked the sample to indicate more than one answer about the reasons for this phenomenon, so we note that about 45% of them indicated high rates of poverty and unemployment, and this is of course a very large percentage, which clearly indicates the necessity of Addressing the phenomenon of unemployment that Iraqi society suffers from, the spread of which, of course, will lead to high rates of poverty.”
"Therefore, individuals resort to begging or go to work that is not commensurate with their skills or abilities, such as scattering near road intersections (next to traffic lights) to wipe car windows and selling types of goods such as phone cards, tea and coffee cups, or various children's toys and other things that we notice inappropriately spread." Naturally, stressing the need to provide real solutions to address this dangerous phenomenon, as its rapid exacerbation and growth would threaten societal peace in the
Country".
Truth and deception

Deception by begging constitutes about 50%, while about 10% of the sample indicated that the percentage of deception by begging has reached 25%.
Hussain stressed, "Fraud and deception constituted the largest percentage, according to the respondents' point of view, and this is clear, as we notice the same faces that practice beggary near intersections or near government and private institutions, and even for large numbers of beggars who wander in residential areas and near mosques at times. Friday prayer and the rest of the times.
real actions
The member of the research team pointed out that “the results indicate that about 40% of the survey sample confirmed that there are no real measures in place to combat or reduce the phenomenon of beggary, while about 33% of the sample indicated that the measures taken at the present time are individual measures. Community police measures ranked third, as the percentage of those who confirmed that these measures are in effect constituted about 17% of the sample. As for civil society organizations and the measures they are taking to address this phenomenon at the present time, they won
10% of the survey category. The opinions of the surveyed group differed about the measures that are currently active or have a role in combating this phenomenon. The vast majority confirmed the absence of effective measures, and this naturally requires the specialized authorities to develop real programs involving government and civil agencies to reach effective solutions to address it.
suggestions and solutions
Among the suggestions made by the survey sample, is to legislate a package of laws to curb the phenomenon of beggary, and closely conduct research and studies to curb this phenomenon, as well as support the private sector to provide job opportunities, and allocate a salary to every low-income citizen, to ensure that he obtains an adequate standard of living to provide His basic requirements that help him meet the requirements of life, in the sense of allocating a salary as a share of oil, to alleviate the phenomenon of beggary. It was proposed to activate a department specialized in following up the affairs of beggars for security in the first place, and to allocate a joint operations room between the security forces and the Department of Social Welfare and National Security for the purpose of checking the security information of the beggars, knowing their backgrounds and who manages their daily lives, and punishing violators with deterrent penalties that reach prison, especially the guardians of beggars in the event of leaving Their children are begging.
