New demands to expedite the passage of the Right to Information Act

Baghdad/
The Iraqi Association for Defending the Rights of Journalists, and a number of journalists and academics, renewed their calls to the House of Representatives in its current session to read the Right to Information Law for a second reading in preparation for a vote on it given its importance to journalists and opinion-holders, in light of the difficult circumstances the country is going through, the ambiguity of the political scene and the journalists’ need for information Accurate formality pursuant to the principle of transparency and based on Article 38 of the Constitution, which provides for freedom of expression.
The head of the Iraqi Association for Defending the Rights of Journalists, Ibrahim Al-Sarraj, confirmed that the association had submitted a draft law on the right to information to the Iraqi parliament since 2012, and a number of conferences, seminars and workshops were implemented on raising awareness about the importance of legislating a law on the right to access information in accordance with international standards, but unfortunately Some political blocs do not accept the legislation of this law because it will expose cases of corruption in Iraq.
He went on to say that the law, if approved, would contribute to the transfer of Iraq a qualitative leap because it is a human right, and the Iraqi citizen has the right to see all the details, especially since Iraq now has a constitution and has international obligations that oblige him to legislate this law.

Journalist and academic Dr. Sabah Nahi believes that the absence of a special law on the freedom of journalists to obtain information in spacious and high spaces and ceilings, the abuse faced by Iraqi journalists is increasing in frequency and in increasing risks.
Nahi said that the great harm is that we have a free press that is compatible with the project of democratic construction of the country and the supremacy of the constitution that was approved in 2005. At a time when many countries have made strides in consolidating the principles of freedom of information circulation and its flow, Iraq lacks the legal legitimacy that guarantees freedom of circulation Free information and its dissemination in the media and its media in order to guarantee the democratic project approved by the constitution, it seems that there is a need for the intervention of international organizations to achieve this, especially UNESCO and Journalists Without Borders and similar organizations that support the adoption of an effective law approved by Parliament to regulate that freedom that thousands of media professionals struggle And the press and leaders of thought and opinion in Iraq.
He added, but we see the delay and lack of interest on the part of the Parliament committees in developing a project that guarantees the approval of this vital project, which reveals the lack of responsibility and miscalculation of the importance of the freedom of circulation and the flow of information without arbitrary oversight, exposing the professional community to serious harm and restricting freedoms in contributing to the democratic building that the country is witnessing and framed by the constitution.
Nahi called on the forces of peace and freedom in Iraq and beyond to provide adequate support to discuss the draft law on the right to obtain information and to include it as a priority on the parliament's agenda and to be read by specialists for approval.

For his part, the journalist Ammar Al-Aboudi believes that there is a clear neglect of the law despite its importance, and not everyone disagrees on the importance of the law, as it contributes greatly to the success of the journalist’s work, especially since information is one of the most important tools that the journalist possesses in building all journalistic arts.
Al-Aboudi expressed his regret for the neglect, and about 10 years have passed since it was submitted to Parliament and read it first, which constitutes a clear marginalization by the competent authorities, especially the legislative ones, where it was read first reading only to later enter the circle of oblivion, pointing to the importance of activating the law and that it enters into force. In order to improve the reality of the press in Iraq.

Researcher, writer and academic Dr. Nizar Al-Samarrai confirms that the passage of the Freedom of Information Law has become one of the necessities needed by journalistic work, in addition to the process of transparency in the administration of the state according to the requirements of Transparency International and the World Bank, who affirm that the existence of such laws in the state is one of the steps The mission is to eradicate corruption and achieve good governance.
Al-Samarrai, who is one of the members of the draft law writing committee, says that the journalist, as working on behalf of the people, monitors and monitors government performance. Knowledge, information and facts in various aspects of life, especially since a restricted, unfree journalist is not able to deliver information to society in an honest and honest manner.
Public access to information through the diversity of sources and media prepared for it, allowing each individual to ascertain the correctness of the facts and to form his opinion objectively on the events. For this purpose, journalists must enjoy freedom of information and have the widest possible facilities for obtaining information.
