The Kurdish leader, Masoud Barzani, revealed that a former Turkish president proposed the annexation of the Kurdistan Region to Turkey, within a federal or confederal system.
President Barzani revealed, on page 136 of the fifth volume of the “Barzani and the Kurdish Liberation Movement” book series, a Turkish proposal to annex the Kurdistan Region or Iraqi Kurdistan to Turkey.
President Barzani mentions that in late July 1992, while on his way to America, he visited Amed / Diyarbakir and then Istanbul, and met former Turkish President Turgut Ozal.
The Kurdish leader says: "Turgut Ozal pointed out a very important point, and said that he spoke about it with Mam Jalal (former president of the Patriotic Union of Kurdistan Jalal Talabani) as well," noting that Ozal told him: "When you visit America, ask the Americans about their opinion on the agreement with Turkey to annex Iraqi Kurdistan to Turkey within a federal or confederal system, because Turkey was subjected to great injustice in the past when the Mosul state was extricated from it.”
President Barzani does not hide that he was very surprised that this issue was raised with such frankness by the Turkish president, and he says: “When I arrived in America, I spoke about the issue with Mam Jalal, and he said: (Yes, it is true, he spoke to me as well). And we agreed that if we had the opportunity to mention the matter to the Americans, we would at least get to know their point of view.”
Later, in page 140 of the book, President Barzani reveals that he spoke with the Americans about the issue, and says: “With regard to the Turkish proposal, Mam Jalal and I asked the Americans’ opinion, and they told us that it is a big issue and it needs study and research before we answer you, They did not answer us afterwards, and we did not ask them again.”
