Shafaq News/ The representative of the Shiite coordination framework considered, on Wednesday, that the decision of the Council of Ministers, headed by Muhammad Shia'a Al-Sudani, to withdraw laws from the House of Representatives "disrupts the parliamentary role", while pointing out that Parliament does not have important laws to pass.
Ibtisam al-Hilali told Shafaq News agency, "The cabinet's decision to withdraw a number of bills from the parliament, including the law dealing with housing abuses, the federal civil service, and compulsory service, emptied the parliament of its content," considering that this "will disrupt parliamentary work."
Al-Hilali, a member of the Al-Fatah Alliance, added that "Parliament does not have important laws to pass," noting that "the number of laws currently in Parliament is around 20."
Al-Hilali called on Prime Minister Mohamed Shia Al-Sudani, "to form a joint committee with the House of Representatives to make a quick and substantial amendment to the laws that have been withdrawn," stressing that "taking into account the observations of the parliamentary committees and re-sending them to Parliament for approval after approving the budget law."
For his part, legal expert Ali Al-Tamimi said that the government's withdrawal of the compulsory service law and other laws is "legally permissible in accordance with Article 125 of the House of Representatives' internal system," noting that this article "permitted the withdrawal of draft laws by official letter as long as they did not read the second reading, and it entails withdrawing These laws are as if they did not exist.
Al-Tamimi continued, "Even if these projects were submitted by a previous government, they can be withdrawn from this government, because the current government is concerned with implementation and is concerned with spending the necessary money. If it finds that it is not convinced of these projects or that they are useless, it has the right to withdraw them," explaining that " Whoever has the right to submit draft laws has the right to withdraw them according to Articles 60 and 80 of the President and the Council of Ministers.
