Earth News/ Mustafa Jabbar
From the first day of his assumption of the presidency of the government, Muhammad Shiaa al-Sudani pledged that the fight against corruption would be a priority for his government, as he made a number of major changes. The most recent of which is the formation of the Supreme Commission for Combating Corruption and the dismissal of the Director General of the Civil Aviation Authority and the Director of Baghdad International Airport from their positions in connection with the two fire incidents.
Al-Sudani’s procedures were met with support and skepticism about its intention. The first of these measures was the cancellation of decisions, approvals, and bureaucratic, ministerial, and administrative orders issued by the caretaker government headed by former Prime Minister Mustafa Al-Kazemi.
The decision included exempting a number of officials, including Al-Kazemi's advisors, the governor of Babylon, the head of the intelligence service, the advisor to the head of the National Security Agency, and other security leaders, directors, agents, and advisors in all ministries and government departments.
Al-Sudani explained the reason for taking the decision, given that “many decisions, approvals, customs orders, ministerial and administrative orders issued by the government handling daily affairs were issued without being subject to the oversight of the House of Representatives and are not held accountable in the event of default.”
Al-Sudani's steps received great parliamentary support, while others see them as exclusionary, as deputies indicated that Al-Sudani's measures aim to fight corruption and correct the course of the Iraqi state, away from any political pressures and threats.
The representative of the coordination framework, Aref al-Hamami, denies that the cancellation of the caretaker government’s decisions is due to “liquidation or political exclusion,” describing the correct procedure as it was in line with the law and the constitution.
Al-Hamami added, in a statement to Earth News, that “Prime Minister Muhammad Shia’ al-Sudani is serious about the issue of fighting corruption and holding the corrupt accountable, and this highlighted his ministerial approach. levels.”
Al-Hamami believes that “Al-Sudani has no enmity with any political party until he conducts liquidations with it by relieving the officials affiliated with it in positions, and every change is made according to the standards of integrity, competence and professionalism, and he is continuing the process of evaluating all officials in the state, and he will make changes in proportion. With his government program without any political pressure from any political party.
The leader of the Patriotic Union of Kurdistan, Ghiath Al-Sorji, agrees with Al-Hamami, as he believes that Al-Sudani is serious about the issue of fighting corruption and providing the best services, noting that the two most prominent paragraphs in his government program, and his decisions and directives during the short period of his government’s life confirm this.
Al-Sorji added, "Al-Sudani has all the capabilities to achieve progress in the issue of fighting corruption and providing the best services to the Iraqis, since his government is supported by all political blocs and the parliamentary majority supports him, and there is nothing that impedes any step he takes."
And the leader in the Patriotic Union of Kurdistan states that “what is known to all Sudanese has accepted this responsibility for the sake of success and not failure, and he will reject any political pressure from a political side that wanted to try to corrupt the corrupt, and for this he is determined to succeed, and the coming days, perhaps, will witness many decisions.” And measures that limit corruption and provide better services to citizens.
For his part, independent MP Hadi al-Salami told Earth News, "We monitor all decisions and directives issued by Prime Minister Muhammad Shia al-Sudani, and this is the basis of our oversight role, which aims to correct any wrong path." It was carried out by al-Sudani, which is within his powers granted to him by the Iraqi constitution.”
Al-Salami added, “A detailed evaluation of the government’s performance will take place after (6) months of its life, so it is not currently possible to evaluate any of its performance, but we monitor and follow up all decisions, directives, and all changes that take place in state institutions. After the evaluation, we will have a position to support any step.” Positivity and an attitude to correct any path in which we see any error.
Al-Salami, a member of the Parliamentary Integrity Committee, expressed that “the current government is really serious about fighting corruption and holding the corrupt accountable, and its effort in this regard is not media, and we will be strongly supportive of any step to fight corruption.”
This comes amid conflicting opinions on the street regarding the government's ability to address the problems and challenges facing Iraq and implement the government program on the ground, especially as it relies heavily on providing services to the citizen.
