    [size=45]An international organization reported that the liberated areas are still suffering from difficult conditions that prevent the return of their displaced, pointing out that there are 1.2 million people who have not returned to their homes until now, despite the passage of five years since the defeat of the terrorist organization ISIS, stressing that the closure of the file is linked to a number of issues.     [size=45]Reach International stated that “the governorates of Nineveh, Salah al-Din, and Diyala are characterized by the most difficult conditions for returnees and the displaced, in terms of lack of governmental and non-governmental assistance, with security challenges in some of their areas, lack of basic services, and difficult living conditions there.” The report continued, "This came in a field evaluation study of the organization in order to identify the conditions and basic conditions for achieving sustainable solutions for the displaced and returnees in the governorates of Iraq with regard to the security and service situation, community coexistence and access to services."[/size]

    [size=45]The report pointed out that “Nineveh governorate includes the largest number of returnees from the displaced at the level of Iraq (1.9 million people) and hosts the largest number of displaced people (more than 250 thousand displaced people).”[/size]
    [size=45]He noted, "The situation in many areas of Nineveh still poses a challenge to them in terms of security, community coexistence, and access to services."[/size]
    [size=45]The report stated that “Salah al-Din governorate, similar to Nineveh governorate, still hosts the largest number of returnees (256,584 people) who live in poor and harsh conditions.”[/size]
    [size=45]He explained, "The governorate is distinguished, based on the International Organization for Migration's (IOM) return index issued in October 2022, in a very bad aspect regarding the safety and security conditions for the displaced."[/size]
    [size=45]The report emphasized that “the international organization mentioned in its report that Diyala governorate suffers from a severe shortage in obtaining governmental and non-governmental assistance for the displaced.” And he went on to say, "The challenge represented by the security situation in the province makes it very difficult for non-governmental charitable organizations to reach many affected areas in the province." The report stresses that “returnees from the displaced in Diyala governorate face many challenges related to their access to basic services, security and shelter, and more than that, the lack of living conditions for them.”[/size]
    [size=45]And the report added, "The international organization believes that this field assessment aims to identify factors that may affect the process of settling the returnees or reintegrating them into society again."[/size]
    [size=45]He added, "The organization added that the assessment also aims to determine the needs of each area for humanitarian aid or the need for the rehabilitation and reconstruction of homes, ease of access to basic public services, improvement of living conditions, provision of job opportunities, and ensuring safety and the security aspect."[/size]
    [size=45]The report stated, "The numbers of the return of the displaced began to gradually increase since the official announcement of the defeat of the terrorist organization ISIS in late 2017."[/size]
    [size=45]And he added, "This came according to the Observatory of Displacement Movement in the country that is supervised by the International Organization for Migration," and he talked about "the number of returnees by November 2022 reaching nearly 5 million people who have returned to their areas of origin."[/size]
    [size=45]The report indicated that “the previous years were characterized by existing challenges with regard to community coexistence, lack of services and infrastructure, and in certain cases, challenges in the security aspect in the areas of origin of the displaced, which affected the insecurity and stability of the returnees.”[/size]
    [size=45]He noted, "The other factor that prompted the displaced to return is the ongoing measures to close camps or reclassify them as unofficial displacement sites."[/size]
    [size=45]The report quotes the “Displacement Observatory, which stated that there are still about 1.2 million people living in a state of displacement.”[/size]
    [size=45]He explained, “There is one camp in Nineveh governorate that houses 95 families, and the desire of the families in this camp is mixed between return or not.”[/size]
    [size=45]While the report stated that “most of the families, amounting to 79%, expressed their desire to stay in the camp during the next three months,” stressing that “half of the displaced families stated that they had not reached a decision regarding their intention to return to their areas of origin during the next twelve months.”[/size]
    [size=45]And he added, "69% of the displaced families in Nineveh reported that the damage to their homes in their areas of original residence prevents them from returning."[/size]
    [size=45]The report went on to say, "These families find that their reconstruction will be a key factor that encourages them to return," stressing that "the majority of the displaced families in Nineveh come from Diyala, Ramadi, and Al-Qaim, and from inside it as well."[/size]
    [size=45]And he finds, “The sustainable solutions that lead to the voluntary return of the displaced and the acceleration of closing the file of the displaced is that the living conditions in the areas of origin of the displaced are guaranteed to enjoy good economic and social conditions that prevent another secondary displacement.”[/size]
    [size=45]The report concluded, "These encouraging conditions also include a sense of security and safety in the original areas of residence of the displaced, the ease of obtaining basic and general assistance, and reducing the risks of relying on aid only."[/size]
    [size=45]The Minister of Immigration, Evan Jabro, said in a press conference last week that "the file of the displaced will be completed in Iraq within six months within the government program," calling on "all political forces to move away from the file of the displaced." Jabro added, "There is high coordination between the government and the region to merge the camps," stressing the need to "provide appropriate conditions for the return of all the displaced."[/size]
    [size=45]She emphasized that “the ministry has large programs with the concerned authorities for relief and the development of studies and research related to the displacement file, with the rehabilitation of the displaced and their integration into society, in addition to a study on illegal immigration.”[/size]
