The Presidency of the House of Representatives agreed on a set of laws to be approved in the new legislative term, and they represent the provisions of the political agreement document between the State Administration Alliance, on the basis of which the government of Muhammad Shia'a al-Sudani was formed.
The head of the Parliamentary Legal Committee, Muhammad Anouz, said, "Parliament is expected to resume its sessions next week, as part of the work of the third legislative term, on the eighth of this month." Anouz added, "There are a number of laws awaiting the return of parliament's work, some of which have reached the stage of voting and others within the first or second readings." He pointed out, "The dispute over some laws and procedures related to legislative work is not something new, but rather a result of the political pluralism of Parliament, which includes different blocs, and that reality has become accustomed to by the political process since the formation of the first parliament after 2003." Anouz pointed out that “the laws that are currently being discussed are not controversial, since they are chosen after the Council Presidency agrees on them.” He explained, "The Speaker of Parliament and his two deputies represent the political blocs that have a large majority in the Legislative Council, and they are part of the State Administration Alliance."
And between Anouz, "the differences are currently outside Parliament," stressing that "what is being raised is limited to matters agreed upon." And he stressed, "One of the important laws that should be legislated within the current electoral cycle, according to the political agreement document attached to the ministerial platform, is the oil and gas law." Anouz talked about "a basket of other laws such as amending the general amnesty law, which is the demand of the Sunni political forces in parliament, the law of the Federal Supreme Court and all that was delayed in previous sessions." He expressed his aspiration that "the legislative authority would have full seriousness in enacting these laws because the street is waiting for serious solutions through legislation that touches Iraqi society economically, politically and economically." Anouz concluded, "The Legal Committee is ready to raise any law for discussion or voting, as it continues to hold its sessions and will assist Parliament in performing its duties to the fullest."
For his part, the representative of the Kurdistan Democratic Party, Jay Taymur, said, "Parliament will resume its sessions either next Saturday or Sunday, and it will not be delayed any further." And Taymour continued, "The legislation that has priority for voting is the budget law that we await to be received from the federal government." He explained, "The Kurdish side is awaiting the legislation of the oil and gas law, in implementation of the political agreement that took place during the formation of the government."
Timur stressed, "The importance of this law, as it ends all disputes over oil wealth and the proportion of the Kurdistan region from the budget."
And he stated, “These two laws will have priority in the legislative work for the next stage, in addition to other laws regarding which the first and second readings were completed, and part of them reached the stage of voting.” Timur stressed, "The delegations of the Kurdistan region are continuing to make visits to Baghdad in order to agree on outstanding issues with the federal government, and we believe that the current stage is witnessing a kind of understanding regarding all differences."
Taymur went on to say, "The Kurdish side understands all the dialogues, and it is serious about resolving differences on the basis of the constitution and the laws in force."
On a related note, independent MP Kazem Al-Touki said, "Parliament will devote its greatest efforts during the current legislative season towards enacting the budget law." Al-Touki continued, “The important legislation that we will work to pass is; The draft law dealing with slums, which was withdrawn by the government at a later time, as well as the civil service law, the retirement law and the social welfare law.
And he believed, "The legislation of all these laws is very important, as it touches on the reality of the Iraqi street and helps to extract it from the current reality."
Al-Touki continued by saying, "The government should expedite sending the budget law because all projects that will come later need financial allocations for their implementation, and they depend in one way or another on the budget law." The legislative axis of the Sudanese government's ministerial curriculum had included the need to legislate a number of laws carried over from previous sessions within agreed deadlines ranging from 6 months to a year.
