Today, Sunday, the General Secretariat of the Council of Ministers clarified the decision to introduce job grades to install contractors on the owners.
And the secretariat said in a statement, “The Council of Ministers decided, in its fourth regular session, held on 1/24/2023, to approve the Ministry of Finance’s creation of titles and job grades within the budget for departments and formations, to install contractors before 10/2/2019, in permanent staffing within operating expenses.” Or planning for each formation, according to the following:
1. Creating (342) job grades within the planning budget of the Ashur General Company for Construction Contracting affiliated to the Ministry of Construction, Housing, Municipalities and Public Works
2. Creating (75) job grades within the budget of the Ministry of Migration and Displacement / Ministry Center, Within the operating expenses of the Ministry of Displacement and Migration.
3. Creating (6) job grades within the budget of the Holy Karbala Investment Commission, within the operating expenses of the Holy Karbala Investment Commission.
4. Creation of (247) job degrees within the budget of Basra Governorate / Department of Labor and Vocational Training, within the operating expenses of the Department of Labor and Vocational Training.
5. Creating two job grades within the budget of Dhi Qar Governorate / Directorate of Roads and Bridges of Dhi Qar Governorate, within the operating expenses of Dhi Qar Governorate.
6. Creating (228) job degrees within the budget of the Shiite Endowment Office / Department of Religious Education and Islamic Studies, within the operating expenses of the Shiite Endowment Office, and including the difference in the annual amount (504,097,440) dinars to the office’s budget within the draft federal budget law for the fiscal year / 2023.
7 Creation of (28) job degrees within the planning budget of the public company for the implementation of transport projects affiliated to the Ministry of Transport.
8. Creating one job grade within the planning budget of the General Company for Maritime Transport affiliated to the Ministry of Transport.
9. Creating (11) job degrees within the planning budget of the Rafidain Bank.
10. Creating (119) job degrees within the planning budget of the Diyala State Company affiliated to the Ministry of Industry and Minerals.
11. Amending Paragraph (47) of Cabinet Resolution (369 of 2022) regarding the creation of job grades within the vocabulary of the staff of the Holy University of Karbala, so that the number becomes (932) job grades instead of (941) after excluding (9) job grades because their employment was paid. two days before 10/2/2019 and converting them into contracts in accordance with Cabinet Resolution (315 of 2019) and contracting with them after 10/2/2019, according to what was stated in the Ministry of Finance letter No. (516) dated 17/1/2023.
12. Amending Paragraph (32) of Cabinet Resolution (23012 of 2023) regarding the creation of job grades within the vocabulary of Tikrit University staff, so that the number becomes (192) job grades instead of (490) after excluding (298) job grades, according to what was stated in The letter of the Ministry of Finance No. (1811) dated 15/1/2023.
13. Amending Paragraph (10) of Cabinet Resolution (23020 of 2023) regarding the creation of job grades within the vocabulary of Sumer University staff, so that the number becomes (307) job grades instead of (317) after excluding (10) job grades, according to what was stated in the article. The letter of the Ministry of Finance No. (1813) dated 15/1/2023.
14. Amending Paragraph (11) of Cabinet Resolution (23020 of 2023) regarding the creation of job grades within the staff of the University of Kirkuk, so that the number becomes (1263) job grades instead of (1290) after excluding (27) job grades, according to what was stated in Ministry of Finance letter No. (2193) dated 19/1/2023.
15. Amending Paragraph (8) of Cabinet Resolution (23020 of 2023) regarding the creation of job grades within the vocabulary of the angels of Babylon, so that the number becomes (736) job grades instead of (745) after excluding (9) job grades, according to what was stated in the book Ministry of Finance No. (2385) dated 19/1/2023.
The approval decision included the aforementioned authorities refraining from assigning new contracts or operating daily wages in the future.
