    [size=45]Representatives of the Nineveh governorate stated that the armed factions prevent the return of 75% of the people of Sinjar to their homes, stressing the lack of security and political stability in the region. The representative of Nineveh, Mahma Khalil, said, "Resolving the situation in Sinjar district is a road map to solve all of Iraq's problems."[/size]
    [size=45]Khalil added, "The implementation of the Sinjar Agreement in its five clauses is a popular demand and a constitutional and legal entitlement."[/size]
    [size=45]Mahma pointed out that “the government of Muhammad Shiaa al-Sudani is working to implement the Sinjar Agreement,” noting that “there are problems and intersections in Sinjar due to the presence of uncontrolled weapons and illegal armed factions.”[/size]
    [size=45]Khalil emphasized that “the economic situation in Sinjar does not bode well,” attributing this to “the lack of political and security stability in the district.”[/size]
    [size=45]He went on to say that “the return of the displaced also does not bode well, due to the absence of an integrated national program, and the failure to create a safe haven for the return of the displaced.”[/size]
    [size=45]Khalil concluded, “The return of the people of Sinjar of all components did not exceed 25-30%, meaning that there are about 75% who have not returned until now; Because of the presence of illegal armed factions in Sinjar.”[/size]
    [size=45]For his part, the former representative of Nineveh Ali Al-Matiouti said, "The people of Sinjar are living in a state of displacement for the eighth year in a row, and they are distributed between the camps of the Kurdistan region and the rest of Iraq, and some of them are abroad."[/size]
    [size=45]Al-Matiouti added, “Sinjar district was liberated since the beginning of 2015, but the people have not returned until now.”[/size]
    [size=45]He pointed out that “the city was given to people other than its people and is controlled by the factions, and the evidence is that most of those in the camps do not accept returning to their homes.”[/size]
    [size=45]Al-Matiouti explained, "In the recent period, the region witnessed relative stability after the intervention of the Iraqi army, but these matters did not give messages of real reassurance to the displaced to return."[/size]
    [size=45]He called for “activating the government service effort in Nineveh Governorate, especially in the Sinjar district, and for the participation of representatives from the region.”[/size]
    [size=45]Al-Matiouti concluded, "This region is the only one in Iraq whose people still do not know their fate, and they are divided and cannot settle in their lands."[/size]
    [size=45]It is noteworthy that the terrorist organization ISIS had taken control of the Sinjar region in mid-2014 and committed crimes against humanity against its people, especially from the Yazidi component, whose survivors were forced to leave their homes and flee inside and outside Iraq.[/size]
