Members of the House of Representatives identified four observations that impede the passage of the budget, the most important of which is that the deficit in it is large, in addition to the fact that the operating budget allocations are very high.
A member of the Parliamentary Finance Committee, Jamal Cougar, told Al-Sabah: “There are many objections to the budget: the large deficit and the fact that it is for the first time a budget for three years, and the part related to the operational budget is very high, and the fourth objection is that there are vital and important ministries that are marginalized in terms of allocations. Thus, the committee will work to strengthen it with some amounts, as is the case with other ministries that were singled out

In turn, Ikhlas Al-Dulaimi, a member of the Finance Committee, told Al-Sabah: “The budget is a national vision, and therefore it has a large political aspect, and there will be mediation and intervention in order for things to proceed in the interest of the political forces, because they all represent the components, and therefore there will be a vision and convergence between These parties after the political agreement ».
Representative Kazem Al-Shammari believes that “the budget will not be delayed this time because there is a parliamentary will towards its approval and ratification, and we understand as members of Parliament the difficulties facing the ministries in implementing their projects through the delay in approving the budget.”
Al-Shammari added, in an interview with “Al-Sabah”, that “there is a parliamentary tendency to approve the budget, although it is not an ideal budget, but at least it provides legal and legitimate cover for the ministries to carry out their investment projects,” noting that “the differences are not the known face of political differences, but rather there are A difference in views, and these points will not change the will of the members of the House of Representatives to approve the budget ».
For his part, a member of the Finance Committee, Mustafa Al-Karawi, said: “The mechanism for reducing the deficit is through studying the budget in detail and working to reduce unnecessary expenditures in the operational as well as the investment budget.”
He added, “The committee will study the loans and their size with the size of the proven expenses in order to reduce the unnecessary ones.” And meetings with the government and its representatives, after which the amount of the deficit will be announced.
And he stressed that “the amount of the budget has not been decided yet,” pointing out that “the last number of the budget will be determined by studying the items in detail after addressing the operational and investment expenses.” Assigning grades to some ministries that request this.
