The representative of the Kurdistan Democratic Party in the Iraqi parliament, Najwa Kakai, announced today, Tuesday, that a special budget has been allocated for constitutional Article 140 within the draft federal budget for the current year.
Kakai said, "Before the formation of the current Iraqi government, the reactivation of Article 140 of the Iraqi constitution was among the agenda of the Iraqi Prime Minister, Muhammad Shia'a al-Sudani."
Indicating that “a special budget has been allocated for constitutional Article 140 within the draft federal budget for the current year.”
According to information obtained, 50 billion dinars were allocated to Article 140 in the previous federal budget, while in this budget 100 billion dinars were allocated.
Article 140 of the Iraqi constitution provides for a mechanism that includes three stages: the first is normalization, which means addressing the changes that occurred in the demographics of Kirkuk and the “disputed” areas during and after the former regime, the second is the population census in those areas, and the last is the referendum to determine what its residents want.
