Today, Wednesday, the Iraqi News Agency (INA) publishes the text of the final statement of the first Baghdad International Conference on Drug Control.
And the closing statement of the conference, which was received by the Iraqi News Agency (INA), stated that "under the slogan ((With cooperation and unity of purpose, we eliminate drugs)) and at the kind invitation of the Minister of Interior of the Republic of Iraq, Abdul Amir Kamel Al-Shammari, the first international conference on combating drugs was held in Baghdad during the period From 9 to 10 May 2023.
The participants in the conference expressed "high gratitude and appreciation to the government and people of the Republic of Iraq and to the Ministry of Interior in particular for the good organization of the activities of the first Baghdad International Conference on Drug Control and the provision of all facilities for the success of this conference," stressing "what was adopted by the United Nations General Assembly in Its twentieth special session in 1998, during which Member States affirmed its determination
And its commitment to addressing the drug problem through the implementation of national and international strategies to reduce the illicit demand and supply of drugs, as well as the United Nations Strategy to Combat Illicit Trafficking in Narcotic Drugs and Psychotropic Substances.
The statement added, "The participants agreed that drug trafficking and smuggling lead to a rise in crime rates and the formation of organized criminal groups outside the law, which contributes to an increase in violence and threatens public stability and undermines the foundations of peace, internal security and the rule of law," noting that "there is an urgent need to follow A participatory approach to drug action, which requires
Harnessing the efforts of the security services, civil society organizations and other relevant official agencies for the purpose of confronting this dangerous scourge.
The statement stressed, "the need for cooperation and joint strategic planning between the regional and global anti-drug agencies to pursue those involved in illegal transnational drug trafficking crimes and to hit the smuggling lines that pass through our countries."
He continued, "There are many recommendations that were agreed upon by the conferees, which would enhance the fight against drugs, the most important of which are: holding periodic meetings for the heads of drug control agencies to find out the results of the measures implemented in confronting the phenomenon of drugs, and to put forward obstacles and challenges that impede the progress of work and benefit from the lessons drawn to develop and improve mechanisms." Methods of dealing with this dangerous scourge and the exchange of field visits between those concerned," pointing to "joint coordination in inspections and investigations of smuggling operations and related crimes, including the collection of evidence and the use of advanced technological means."
He referred to "establishing liaison offices and appointing liaison officers in the field of drug control between Arab and regional countries to facilitate and accelerate the mechanism for collecting evidence and exchanging information related to drug trafficking gangs accused of criminal offenses and developing procedures for prosecution and confrontation, a plan and sharing experiences between countries," stressing "the speed of exchanging information when arresting citizens one of the parties in the territory of the other party and provide the necessary information on the arrested persons.
He pointed to "the need to impose strict control over the import, export and sale of chemical precursors at the national and regional levels, and to track down the persons involved in the diversion and manufacture of these precursors and prosecute them to obtain their just punishment," stressing "the need to implement targeted media campaigns and invest in the abundance of satellite channels as the best investment in the field of awareness and establishing Training courses for media professionals to activate the role of media institutions and unify the media message in the field of drug control and reduce the demand for it.
