The International Conference on Migration and Development kicks off in Rome amid objections from the opposition

Today, Sunday (July 23, 2023), the meetings of the International Conference on Migration kicked off in the Italian capital, Rome, with broad international participation to enhance efforts to combat illegal immigration and help African countries reduce the drivers of migration to Europe.
The Minister of Foreign Affairs and International Cooperation, Antonio Tiani, confirmed that "the meeting will focus on building a partnership to set up projects in sectors such as agriculture, infrastructure and health, and aims to control the phenomenon of migration, combat human trafficking and promote economic development according to a new model of cooperation between countries."
"The conference will also discuss issues related to climate change and energy, while Italy is working on implementing an energy cooperation initiative with Africa," he added.
For its part, the Italian newspapers indicated that "France is not expected to be among the countries participating in the meeting, and its absence may lead to weakening the chances of reaching strong results, and the countries of Poland, Hungary and Germany have reservations about the agreement with Tunisia and the conference itself."
Where the conference is being held, despite its importance, amid a division between pro-government and various opposition parties.
It is noteworthy that the government parties, from the center-right parties, consider it an achievement, while the opposition parties and the national unions oppose it, and consider it a display of a propaganda campaign for Prime Minister Georgia Meloni, who promised to stop immigration to Italy in her election campaign and did not succeed so far after the number of immigrants doubled in the first months of the year compared to last year.
Trade unions, which enjoy wide representation and capacity (14 million members), were absent from the meeting, as were all parties that do not participate in the government.
The unions objected to the agreement concluded between the European Union and the Republic of Tunisia, on July 16, (which culminated in today's conference).
For his part, Fabio Maceo Castaldo, former deputy speaker of parliament and a leader in the Five Star Movement, expressed his "concern about the agreement."
The Italian leader told Al-Wataniya, "In this complex and sensitive historical stage, we look with great concern at the memorandum of understanding recently signed between the European Commission and Tunisia. In fact, it was decided not to see the painful reality, or to pretend not to see it, and what the dire consequences will be.
He added, "The truth is we are talking about tacit acceptance of the status quo in Tunisia, where grave and repeated violations are committed of the rights of migrants and asylum seekers, as well as increasing restrictions on their civil and political rights."
Castildo added, "The agreement will contribute to the consolidation of the fait accompli, thus the European Union contributes to the continuation of the above-mentioned violations by facilitating the embodiment of the continued impunity of the perpetrators."
He pointed out, "We do not share Prime Minister Georgia Meloni's enthusiasm in any way, and we do not consider this signing a success and an achievement that we are proud of in the European Community, which is based on human principles and values."
The leader stated: "In the first week of July, i.e. in the final stages of negotiations to sign the agreement, the Tunisian authorities carried out, in and around Sfax, random expulsions of up to 1,200 displaced people, most of them Africans, towards the Libyan and Algerian borders.
According to various testimonies, many people died or were murdered in the days following the expulsion. "
Castaldo asked, "What tools do we have now to ensure that the EU funding for border management does not contribute to human rights violations as long as conditions are not placed on the Arab country? Moreover, what are the guarantees of the European Commission to monitor human rights violations before giving the final green light to allocate funds? And above all, under what circumstances can the EU decide to suspend strategic cooperation with Tunisia? Finally, we can only ask about the legal basis for signing the memorandum, and what is the role of the European Parliament in the context of procedural oversight."
For its part, the Italian-Arab Friendship Association warned, in a statement received by "Baghdad Today", that "a fait accompli is not imposed on Tunisia as it is intended for Lebanon, that is, the settlement of the displaced in exchange for financial aid."
"We are witnessing today, more than ever before, European dictates to third world countries," she added.
She pointed out that "the mechanism that was followed with Tunisia, where the agreement on immigration was signed, and the country is living in exceptionally difficult circumstances, especially since the nature of the practical and serious move to find solutions has not yet been revealed."
The Italian-Arab Friendship Association affirmed that "such an agreement, in order for it to succeed, would have been more useful to sign it with international organizations such as the African Union or the Arab League, which have negotiating power. Tunisia's negotiating ability is limited due to its frustrating economic, political, and social situation. Therefore, the Italian-Arab Friendship Association opposed the agreement between Tunisia and the European Union, because it consists of bartering the country's difficult economic and social situation with a package of incomplete proposals" in return for deporting refugees from sub-Saharan Europe to settle them in "camps" on Tunisian soil and return the Tunisians who entered And Europe through irregular immigration, knowing that 5 million Ukrainians live in Europe and are treated better than the local population and there are vast safe areas in their country.
The Italian-Arab Friendship Association expresses its fears of concluding a "deal" that might make Tunisia a land to receive deported irregular migrants from Europe, especially in light of the European Parliament's approval of creating a southern Mediterranean country and considering it safe for the settlement of irregular migrants.
The association states that "there are European reports that talked about the desire of some European countries, such as Italy, Greece and Austria, to return migrants whose asylum claims are rejected in Europe to "third countries" that they consider "safe" such as Tunisia or Albania, even in the absence of special links between the rejected immigrant in Europe and the third (safe) country.
The association called for "the adoption of a new approach to the phenomenon of irregular migration based on eliminating the causes, not on trying to deal with the results."
The association said, "Dealing with the file of irregular migration, with its humanitarian and human rights nature, cannot be dealt with by adopting a purely security approach with a racist nature. Rather, this must be within the framework of a comprehensive development, humanitarian and democratic approach as an issue in which responsibility goes beyond the local framework to the entire international community. It is also worth noting that the agreement between the European Union and Tunisia must be approved by all member states of the European Council."
The association ended its statement: “It is true that the slogan of the conference is to control the phenomenon of migration, combat human trafficking, and promote economic development according to a new model of cooperation between countries, but it is also true that the various governments that have ruled Italy since the mid-1980s put forward the same slogan, and the end of it was the agreement with Libya in 2021. Therefore, due to the accumulation of negative experiences, since the beginning of the year, about 83,400 people arrived on the Italian coast, compared to about 34,000 people in 2022, according to official statistics.
