    Baghdad/Al-Masala Al-Hadath: The Independent High Electoral Commission confirmed, on Wednesday, its monitoring of the sources and aspects of spending on electoral campaigns, while indicating the presence of more than 900 committees supervising electoral propaganda.
    The head of the Commission’s media team, Imad Jamil, said, “The conditions for placing banners are not from the Commission, but rather the conditions of the Baghdad Municipality and the municipalities in the governorates that want to preserve the beauty of the city and its properties, because the central islands belong to the municipality, which is obligated to protect and preserve them because they are public property,” indicating that “the candidates They do not exploit it properly. In the previous elections, it was damaged and the municipalities tolerated the matter, so they are now serious about the matter, and the instructions were shared by the Commission with the Municipality of Baghdad and published so that the candidates would have knowledge of the matter.”
    Jamil added, “Now there is contemporary technology for the electoral propaganda process, including social networking sites, which are accessible to everyone and can be invested by candidates, and they do not cost a lot of money. There are also conferences, seminars, and visual advertising using the media and satellite channels, and also the central islands and squares. Today you know that the Baghdad Municipality has seemed to be narrowing.” The central islands are in order to expand the streets and they have work now, and these posters hinder the work of the secretariat in the streets and even the municipalities in the governorates.”
    He continued, "We should stay away from state property, such as electricity poles, bridges, school buildings, clinics, and universities affiliated with state departments. Election propaganda can, for example, take place on buildings belonging to the people with the approval of their owners and payment of rent to them. If the propaganda is placed on a private building without the consent of its residents, the candidate bears legal accountability." “.
    Jamil stated, “The Commission gave leeway in the spending process, and the equation we are adopting today is 250 dinars multiplied by the number of voters in the electoral district, and as for the coalition and the party, it is 250 dinars multiplied by the number of candidates and the number of voters. We will follow up on the spending of the money later, and what is its source and methods of disbursement.” Every party and every candidate must be held accountable and must go to the commission when the initial results are announced to submit statements of the accounts that were spent on conferences, seminars and posters, how they came and how they were spent.”
    He noted, “We will follow up and focus on rejecting sectarian rhetoric that attempts to distort the reputation of other candidates, unless there is evidence to be presented. We will monitor the media as well as what is published in newspapers and social media. We have monitoring committees spread throughout Iraq, and as for the committees that will supervise electoral propaganda.” Virtually, there are approximately 906 committees, and there is a centralization in the governorate offices, where 16 committees were formed with the main committee of the complaints department in the national office, which prepares the final report and submits it to the Council of Commissioners to take decisions.”
    He stated that “media monitoring exists in the National Office, the Media Division, which monitors the screens of channels and news and the violations published by the media regarding electoral propaganda, as well as the candidates’ speeches, and social networking sites.”
