Local elections change coordination positions: our previous doubts about personalities, not mechanisms

The issue of the provincial council elections has many repercussions, conflicting opinions, and problems related to the methods of organizing them and issuing their results, especially after the High Commission adopted the same counting and sorting mechanisms and devices used in the 2021 House of Representatives elections.
The political forces and blocs that support holding the current local elections on time have previously expressed positions rejecting the commission and its work, as they went to the Federal Court during the parliamentary elections, on charges of fraud, and raised problems regarding the methods of counting and sorting the results, which raises many questions, about what has changed between 2021 and 2023? .
The representative of the State of Law coalition, Jassem Al-Moussawi, specified the reasons for the Coordination Framework Forces’ objection to the results of the 2021 elections, while he expected that no problem would be repeated during the local elections.
Al-Moussawi says, in an interview with (Al-Mada), “The devices for the House of Representatives elections, which were established in 2021, were followed by many doubts that were used in them, but this remains a complaint, and not something confirmed from him, meaning that these devices are not suitable for local elections.” .
He added, “The objection presented by the coordination framework to those results came against the backdrop of the work of the Independent High Electoral Commission being biased towards one political side at the expense of another,” considering this matter to be a “big problem.”
The representative from Al-Maliki’s coalition explains, “This problem has been remedied by changing a large number of figures, which was followed by many comments,” expecting that “this issue will not be repeated during the next stage, especially with the change in the election law.”
Al-Moussawi confirms that “the previous law is considered to be the cause of this crisis and problems,” pointing out that “the current law is certain to pass, and all political forces will accept the results of the elections, within this law.”
On March 26, 2023, the Iraqi Council of Representatives voted to amend several articles in the election law, while adopting the “Saint Legault” method 1.7 in the law.
In turn, political affairs researcher, Ziad Al-Arar, explained the reasons for the change in the positions of the political blocs during the previous and current elections, while confirming the lack of an effective road map for these blocs.
Al-Arar mentioned, in an interview with (Al-Mada), that “the political blocs build their positions in terms of laying charges, accepting a specific matter, or approving the decisions of the judicial authorities, according to their interests,” pointing out that “these blocs speak a political discourse, which varies between... "Every now and then."
He points out, “There are blocs that rejected the mechanisms of the Independent High Electoral Commission, the counting and sorting machines, and even the method of holding elections in the previous stage, but today they agree to these mechanisms and support holding the elections.”
The political affairs researcher continues, “These interests differ from time to time, depending on the positions of the blocs and their electoral status,” stressing that “positions change in many files, and not only in elections.”
Al-Arar confirms that “there is no road map or projects that influence all political blocs, but rather that everyone works according to partisan or personal interests.”
Following the announcement of the results of the 2021 elections, on December 1, 2023, the Coordination Framework Forces issued a statement in which they declared their rejection of the election results, and accused the Commission of “preparing the election results in advance at the expense of the will of the Iraqi people.”
The head of the Electoral Administration at the Commission, Abbas Farhan Al-Fatlawi, had confirmed, on Thursday, November 23, 2023, that “one of the reputable international companies has completed the examination of all electronic programs, including devices, servers, and the transmission medium, with the participation of governmental and parliamentary committees in this field, and it is the same company.” Which examined the devices in the 2021 House of Representatives elections.”
