    Deterrent measures were taken by the Central Bank some time ago by adopting the electronic platform to determine the exchange rate and track the source of funds through controls it legislated to limit smuggling operations. However, these measures were seen by economists as not contributing to solving the problem, but rather smuggling operations continued with them.
