A serious government step to disarm “unruly weapons”

Specialists in military and strategic affairs saw that the Council of Ministers’ decision to allocate 15 billion dinars (one billion dinars for each governorate - except for the Kurdistan region) to begin purchasing weapons from citizens, is a serious step towards implementing the slogan “confining weapons to the hands of the state,” and that the decision came at a time when Iraq began to witness... There has recently been an escalation in security tensions after a relative improvement on the security level last year 2023 compared to previous years.
According to the international "Conflict Index", which includes a list of 50 countries with the highest levels of conflict, Iraq ranked 12th, and its risk of conflict was classified as "high", but it has improved relatively compared to the year 2022, as the conflict index decreased by 4 degrees.
The expert in military and strategic affairs, retired Major General Dr. Imad Alo, indicated in an interview with “Al-Sabah” that “according to previous reports, the number of weapons in the hands of citizens since 2003 is more than (15) million pieces of weapons, after... The opening of sheds, warehouses, and stacks of the former Iraqi army, and this led to the exacerbation of tribal conflicts after the absence of the imprint of previous governments in many areas and the decline of their role, and the citizens’ involvement in many conflicts through the weapons they possess illegally.” He pointed out that "the Council of Ministers' decision to allocate sums of money to purchase weapons comes in the context of the efforts of the Ministry of the Interior and the Iraqi government to address the so-called (uncontrolled weapons), which was part of the government program of Prime Minister Muhammad Shiaa al-Sudani."
Dr. Alo noted that “the elimination of (unruly weapons) by previous governments did not come clearly, and the intensity of tribal conflicts using light, medium, and heavy weapons has not diminished, and there are still conflicts, even if they are individual, in which weapons are used and resolved publicly. Therefore, I believe that This measure will be part of a strategy followed by the government for the purpose of reducing the repercussions of the presence of weapons in the hands of uncontrolled citizens, which has led to numerous crimes, violations, and robberies.” He pointed out that “the amounts allocated by the Council of Ministers came in general to all governorates, while there are governorates in which large quantities of weapons are available, and this amount does not cover and will not have a clear impact on the repercussions of the impact of the presence of weapons in the hands of uncontrolled people.” He pointed out, “Earlier, the Baghdad Governorate Police Commander, Lieutenant General Rashid Falih, stated that the weapons present in Basra Governorate and the governorates close to it are comparable to the armament of two infantry divisions. This statement actually determines the size of the weapons in the hands of the tribes and constitutes a threat to civil peace if we return to the intensity of tribal conflicts and whatnot.” It resulted in losses and sacrifices among civilians, and we consider the Prime Minister’s step clear, but it is insufficient.”
For his part, the head of the Iraq Center for Strategic Studies, Dr. Ghazi Faisal, told Al-Sabah: “Taking strategic steps by the government to seize illegal and illegal weapons is of great importance for preserving national security, and this step was presented during previous years as one It is one of the most important responsibilities that successive governments will face, but - unfortunately - they have failed in this aspect after the number of weapons among citizens exceeded 15 million pieces.”
He added, "Therefore, the Prime Minister's decision came to allocate one billion dinars to each governorate to purchase weapons from citizens with the aim of destroying them or using them by the competent authorities. This step is important for the purpose of removing illegal weapons that lead to violations and crimes that fall under organized crime, which is plaguing Iraqi society." .
Faisal stressed, "This step constitutes a strategic goal for the government of Prime Minister Muhammad Shia al-Sudani to ensure an important opportunity for security and stability in the country, besieging the various hotbeds of organized crime that violate and threaten the security of the Iraqi citizen and society."
