    [size=45]Muhammad al-Halbousi, the dismissed Speaker of Parliament, warned against “tampering with the stability of Anbar,” in what appeared to be hints at the seriousness of the decision sought by some Shiite parties to legislate a law to remove American forces.[/size]
    [size=45]Parliament has held two sessions since the last tumultuous session that witnessed a boycott by Sunni and Kurdish representatives, which was dedicated to legislating the law to remove American forces from the country, without presenting its new project.[/size]
    [size=45]Parties in the coordination framework are seeking to oblige the government this time with a legislative text to evacuate foreign forces, after a previous decision taken by Parliament 4 years ago in the same regard and not implemented, according to their description.[/size]
    [size=45]Prime Minister Muhammad al-Sudani, in return, is trying to send reassurances to the interior in conjunction with the return of Iraqi-American negotiations, which are supposed to end with the departure of the coalition forces.[/size]
    [size=45]Al-Sudani unexpectedly visited the border with Syria, which is the most dangerous region in the country, and spoke there about his efforts to withdraw foreign forces, while Interior Minister Abdul Amir al-Shammari described the situation now at the border as “the best in the history of the state.”[/size]
    [size=45]In what appears to be a response to these developments, Al-Halbousi said in a tweet on the XN platform: “Anbar completely voted previously to reject the constitution; Because of its firm and permanent position on the unity of Iraq, and the position of its sheikhs and sons has not changed.”[/size]
    [size=45]Al-Halbousi continued: “The war merchants and seditionists from the Islamist parties are still trying to distort its image and tamper with its stability, and they will not succeed. They have forgotten the displacement, destruction, devastation, martyrs, bereaved and orphans they caused.”[/size]
    [size=45]He added, "We are still waiting for the federal government to heal their wounds, complete their compensation files, rebuild cities, bring justice to the innocent, achieve social justice, and address the causes of the emergence of terrorism," stressing that "these are the real demands of Anbar, and nothing else."[/size]
    [size=45]Since the end of the liberation operations from ISIS in 2017, Sunni politicians and representatives have rejected any proposals for the departure of American forces, and this group had also boycotted the parliament’s decision in 2020 that authorized the then government to remove the coalition forces.[/size]
    [size=45]The day before yesterday, Al-Sudani tried to give signals that the situation in the hotspot areas that witnessed the entry of ISIS into Iraq in 2014 was now safe.[/size]
    [size=45]The Prime Minister said during his visit to the Wadi al-Tharthar strategic line, which extends from the Salah al-Din Desert to western Nineveh, on Monday, “We are faced with an obligation to end the presence of the international coalition, and after completing the tasks of the international coalition, the possibility must be provided to address the deficiencies, if any.”[/size]

    [size=45]The Prime Minister's Office said that the latter stressed "the priority of vigilance and caution, and continuing to pursue the remnants of terrorism and deprive its gangs of any foothold or safe haven." According to the statement, Al-Sudani visited the strategic blockade line, which represents areas leading to the Syrian border. It is 108 km long, from Salah al-Din Governorate towards the Hatra area, all the way to the western sector of Nineveh. This line includes units of the Popular Mobilization Forces.[/size]
    [size=45]In conjunction with the directives of the Prime Minister, his Minister of Interior, Abdul Amir al-Shammari, was visiting Basra, and he said from there, commenting on the border conditions, that: “Control of the Iraqi borders with neighboring countries is at its best compared to what it was throughout the period of the Iraqi state.”[/size]
    [size=45]The government's military office had announced that the dialogues with the United States, which returned to negotiations after being suspended for several days, would continue unless anything disturbed their peace. The new negotiations are taking place in an almost calm atmosphere, as there have been no armed operations against American forces in Iraq for days.[/size]

    [size=45]But political parties within the coordination framework began to use escalatory language against the coalition forces, with part of this team talking about “expelling even the American advisors.”[/size]
    [size=45]According to government statements, the dialogues with Washington seek sustainable cooperation with the United States, especially on issues of training and consultation.[/size]
    [size=45]However, Hassan Salem, representative of the Ahl al-Haq Brigades (Asaib Ahl al-Haq), said regarding the details of the proposed law to remove foreign forces, that the law will work to remove every “military, trainee, and advisor.”[/size]
    [size=45]A few days ago, Mohsen Al-Mandalawi, the acting Speaker of Parliament, sent a proposal from 100 representatives to legislate a law to remove the coalition forces, of which no details have emerged yet despite holding a session after the last.[/size]
    [size=45]This development came after the anger of some representatives of the coordination framework over the boycott of about 75% of representatives of last Saturday’s session, which was devoted to legislating a law to remove American forces.[/size]
    [size=45]Ali Turki, another Asaib MP, said in a television interview, “The American embassy in Baghdad made shuttle visits to politicians, tribal leaders, and even security institutions, and prevented the last session from being held.”[/size]
    [size=45]By the end of 2021, American combat operations in Iraq officially ended, and the mission of its forces there became to provide advice and assistance to the Iraqi forces, according to a statement by the government at the time.[/size]
    [size=45]This measure came in accordance with a previous decision taken by Parliament on January 5, 2020, following the famous airport incident in which Abu Mahdi Al-Muhandis, the deputy head of the PMF, and Iranian General Qassem Soleimani were killed in an American raid, and the government was then authorized to remove the coalition forces. But this measure was not trusted by the Shiite parties, which then formed what is now known as the “coordination framework” and considered it a gain of time and not a real withdrawal. Ghaleb Al-Daami, professor of journalism, says that parties in the coordination framework are now trying to legislate a binding law in Parliament and not a decision like before.[/size]
    [size=45]But he confirms in an interview with (Al-Mada) that “half of the framework forces refuse to expel the American forces because they know the negative consequences behind that, so half of their representatives did not attend the session that was devoted to this matter.”[/size]
    [size=45]Al-Daami considered that what is being proposed now “is procrastination and misleading public opinion, and the truth is that the United States, as the coordination framework itself says, is protecting Iraqi funds, and removing them threatens to lift protection for those funds.”[/size]
    [size=45]He added: “On this basis, part of the coordination framework began to realize the seriousness of the situation, so they began to justify the American forces not leaving except through understanding and consultation.”[/size]
