The Minister of Labor and Social Affairs, Ahmed Al-Asadi, confirmed today, Saturday, that foreign workers in Iraq receive about 12 billion dollars annually, noting that 80,000 private sector companies took the initiative to register in the Social Security Law.
Al-Asadi said in a televised interview, “The Ministry of Labor is one of the five priorities in the government program announced by the Prime Minister. We have set a clear program since the first days and announced the opening of an electronic window to apply for inclusion in social protection.”
He added, "The total number of applicants for the social protection file amounted to more than two million and 700 families and individuals, and we began to cross-reference the data for the applicants, bringing the number to one million and 900 thousand families and individuals," noting that his ministry "launched on 1/15/2023 the 'Preach to the Poor' initiative and we began a targeting campaign." For all the poorest regions and districts, I started a search campaign in 20 districts across Iraq and then moved to 53 districts,” adding that “Al-Salman District in Al-Muthanna Governorate was the poorest with a rate of 70 percent, followed by Al-Khader District in the governorate with a rate of 64 percent,” indicating that “Al-Muthanna is the first governorate The Ministry has fully completed its social research.”
He continued, "The Ministry began the first phase of inclusion in social protection through the allocations of the Food Security Law, and we included about 383 thousand families, and after voting on the 2023 budget, we continued the coverage until the beginning of 2024, bringing the number of families that were covered to 900 thousand families," pointing out that "the number The total number of those covered by social protection is two million and 152 thousand families,” adding that “the seventh phase of social protection coverage is awaiting financial allocations from the budget.”
He pointed out that "the Ministry began, in the first days of 2024, a recovery campaign that focused on those who violated the social protection network," adding that "the target of the social protection file is 10 million individuals, according to the statistics of the Ministry of Planning," noting that "the rate of 75% has been reached." Of this number, the Ministry aspires to cover the total number, which is 10 million individuals.”
He continued, "In 2023, we revealed 170,000 violators of social protection, and at the beginning of this year the number reached 220,000," adding that "some of those violating the social protection file are employees and retirees."
He pointed out that “controls have been put in place for owners of vehicles of 10 years of age and older who are covered by social protection,” noting that “pregnancy vehicles are not covered by the controls as they work and provide a monthly income.”
He continued, "His ministry found hundreds of people with vehicles whose prices exceeded 100 million dinars, and 170 billion dinars were recovered from social protection violators until the end of 2024," explaining that "whoever is detected as violating social protection, we stop all his transactions in state agencies." ".
He pointed out that "some violators pay the full amounts and others are paid in installments over ten years," adding that "the reports that arrive from citizens have greatly contributed to exposing those violating social protection."
The Minister of Labor touched on the issue of begging, saying that “it is a social disease that is spreading in all countries of the world and in Iraq in particular, and the primary task of combating begging falls on the Ministry of the Interior in cooperation with the Ministry of Labor. We formed more than one committee with the Interior and issued directives and began campaigns targeting the families of beggars, especially children.” ", indicating that "there are gangs standing behind many of these beggars, especially in certain areas and intersections."
He continued that his ministry "took measures to include beggars in the social protection salary and took pledges from them not to practice begging, otherwise all legal measures would be taken against them."
Al-Asadi said, “Last Ramadan, I met a young man selling paper napkins who refused to work for 500,000 in a restaurant and said that he earns 60,000 daily from begging,” indicating that “it is the state’s responsibility to address begging because it is a negative social phenomenon that exploits weak souls and may encourage people to do so.” the crime".
He pointed out, "6 trillion dinars were spent in social protection salaries during the year 2023," noting that "there are hundreds of thousands of people who are able to work and have social protection salaries, and our mission is to push them toward the labor market."
He continued, "Student grants contributed to hundreds of thousands returning to school," noting that "There are about 6 million people working in the private sector, and 80,000 companies have registered with social security so far."
He pointed out that "the student scholarship will be cut off for the student who fails to study."
He pointed out that "those covered by social welfare received plots of land in some governorates."
Al-Asadi said, “There are 100,000 officially registered foreign workers,” noting that “what foreign workers receive in Iraq may reach 12 billion dollars annually.”
He continued, “The salary of the full-time employee will rise to 250 thousand dinars as a result of the amendment to the People with Disabilities Law,” adding that “there are 360 thousand people included in the salary of the full-time employee.”
