    Parliament ended the second round to elect a new president, while no candidates received the votes that qualify him for the position of Speaker of Parliament.
    Talks and discussions began to leak into Parliament about the next legal option after the end of the second round without a decision, and the possibility of heading to the Federal Court to ask about the next step.
    However, the Federal Court had already resolved this matter by interpreting Article 55 of the Constitution, in December 2023, where the text of its interpretation stated: “The President of the Council shall be elected by an absolute majority in that session or in the following sessions after the first session (from among all the candidates in the session.” The first - with the exception of those who request to withdraw from candidacy).
    This means that there is no specific ceiling for the number of sessions, by saying “next sessions,” that is, it can go to a third, fourth, and fifth round, until the candidate achieves an absolute majority of 166 votes.
    The rounds are repeated with the same candidates, and not among those who received the highest votes, with the exception of the candidate who withdraws.
    This was confirmed by a legal expert who spoke to "Baghdad Today", that "the Federal Court's interpretation is clear and a new round can go between the same candidates, or the representatives can go to inquire from the Federal Court again."
