    Today, Sunday (May 26, 2024), during the third session of the Supreme Authority for Coordination between the governorates not organized into a region, Prime Minister Muhammad Shiaa Al-Sudani issued a set of directives to the governorates related to service, economic, and investment files. 
    Al-Sudani indicated, at the beginning of the session, according to a statement from the Prime Minister’s Office, received by “Baghdad Today,” that the blessed Eid Al-Adha is approaching, stressing that “all governorates must work to prepare security and service requirements in preparation for this occasion, in addition to providing all means of travel.” Pilgrims to Mecca and their safe return.”
    Regarding the approaching summer season and the requirements for providing services to citizens as temperatures rise, Al-Sudani directed the following:
    1- Governors follow up on generator owners’ compliance with operating hours and specified amounts, and take legal action against violators.
    2- The Ministry of Oil and the governors will follow up on the process of preparing kerosene for generator owners, according to the equation specified in accordance with the decision of the Supreme Commission for Coordination between the Governorates No. 6, taken at the session held on May 17, 2023, and not delay the supply; To avoid a shortage in operating hours, there is high coordination between the governorates and the Ministry of Electricity.
    3- The Ministry of Education completes the requirements needed by the classes completing the exams, and creates the appropriate amenities and atmosphere.
    4- The Ministry of Electricity undertakes to prepare examination centers on an ongoing basis during the examination period.
    5- The necessity of investing in the summer vacation by the Ministry of Education, governors, and councils; To carry out the necessary maintenance in preparation for the next academic year, and it is possible to involve the service effort team according to its resources.
    6- Continuing the efforts of the Ministries of Agriculture and Trade to complete the crop marketing season smoothly and without delay, and to disburse financial dues to farmers and peasants.
    7- The governorates included in the summer agricultural season are responsible for coordinating with the Ministries of Agriculture and Water Resources to implement the agricultural plan and adhere to water quotas.
    8- The relevant ministries are undertaking campaigns to control pests and insects to protect agricultural crops, due to their increased spread with the entry of the summer season and the rise in temperatures.
    The Prime Minister renewed his emphasis on working as a team between ministries and governorates, stressing that services will not be completed except in cooperation and joint work with local governments, stressing his keenness on the success of the work of these governments and enabling them to perform their duties to serve citizens.
    The governors reviewed the monthly positions of the projects being implemented in their governorates, and the lagging projects in the governorates of Diwaniyah, Dhi Qar, and Anbar, and emphasis was placed on preparing reports on the work of the projects over a (24) hour period.
    In view of the size of the allocations for investment projects approved for the governorates in 2023, and the secretariats available to them, and with the aim of enabling the governors to implement the projects in an optimal manner, the following was decided:
    Firstly, the governorate, in coordination with the Ministry of Planning, may amend the investment plan for ongoing projects for the year 2023, by redistributing the allocations, as well as redistributing the secretariats between the projects, on the condition of ensuring that the allocations or secretariats for any project are not zeroed out, while ensuring the continuation and non-stoppage of the projects transferred from them.
    Secondly: The Ministries of Planning and Finance shall take the necessary measures to implement what is stated in (First) within a working period not exceeding 10 days from the date the governorate’s request reaches the Ministry of Planning, provided that this includes amending the investment projects for the year 2024 later.
    With regard to protecting archaeological sites in the governorates, the following was decided:
    1- The governorates allocate contract degrees to the Ministry of Culture, Tourism and Antiquities, to work on guarding archaeological sites, exclusively from the people of the governorate.
     2- The Ministry of Culture, Tourism, Antiquities and the Governorates coordinates with the Ministry of Interior regarding training guards and equipping them with the required supplies. 
    3- Recommending to the General Secretariat of the Council of Ministers/Legal Department, to present the matter to the Council of Ministers to issue a decision regarding allocating the grades of the aforementioned contracts to the Ministry of Culture, Tourism and Antiquities.
    In the field of supporting the sports sector and developing Iraqi football, it was decided to amend Resolution No. (30 of 2023) of the Supreme Authority for Coordination between the Governorates by adding the following:
    1- The governorates allocate an amount of (3) billion dinars annually to the non-institutional clubs participating in the Premier League, from the allocations of operational expenses for each governorate, through the transfer procedure or from the allocations of border crossing revenues, or from the allocations of petrodollar projects, and from the Ministry of Finance, according to That a committee be formed from (LaLiga/League/Club) to present the real needs and give the final opinion.
     2. The club allocates an amount of (750) million dinars to develop the infrastructure, programs and staff working in the club, as follows:
    A- An amount of (650) million dinars, for the development and rehabilitation of infrastructure.
    B- An amount of (100) million dinars to develop programs and staff (administrative, financial, legal, marketing, technical, media, programs).
    3- The disbursed funds are subject to the supervision of the Federal Office of Financial Supervision.
    4- The Iraqi Football Federation provides a list of clubs participating in the Professional and Premier League on an annual basis.
    5- Emphasis on the governorates concerned with implementing the decision of the Supreme Commission for Coordination between the Governorates No. (30 of 2023).
    Based on what was presented at the second meeting of the Supreme Committee for Coordination between the Council of Ministers and the federations and unions, which was held yesterday, Saturday, regarding the allocation of a plot of land in Baghdad Governorate to establish a house to house elderly artists, the Prime Minister directed the formation of a committee from the Supreme Committee for Coordination between the governorates, The State Real Estate Department in the Ministry of Finance, and the Municipality and Governorate of Baghdad, to study the application and submit the necessary proposal regarding it.
    Regarding automation and electronic collection in the directorates of (water, sewerage, and municipalities), the following was decided:
    1- Emphasis on the continued implementation of the integrated software system to automate the work of the directorates (water, sewerage, and municipalities), and electronic collection, contracted by the Ministry of Construction, Housing, Municipalities, and Public Works.
    2- The governorates are empowered to monitor the proper implementation of the work by the implementing company, and to submit its recommendations to the implementing ministry.
    The powers to be delegated to state real estate managers in the governorates were also discussed, and the following was decided:
    1- Approval of the recommendations of the committee composed of Administrative Order No. (188 of 2023), provided that the powers that will be presented by the governorates are studied.
    2- The Ministry of Finance issues ministerial orders delegating powers to the relevant authorities.
    3- The coordination body between the governorates is responsible for following up on the implementation of the recommendations with the Ministry of Finance and the relevant authorities.
    In order to organize work on the investment side, the following was approved:
    1- Amending clause (1) of the decision of the Supreme Commission for Coordination between the Governorates No. (5) taken in the sixth session held on May 17, 2023, to be as follows:
    - Forming a committee in each governorate, headed by the governor and membership of the relevant authorities, which is responsible for preparing an investment map for the governorate and submitting it to the governorate council for approval, based on the provisions of the Law on Governorates Not Organized in a Region No. (21 of 2008, as amended).
    2. Cancellation of Clause (2) of the decision of the Supreme Commission for Coordination between the Governorates above.
