    BAGHDAD (Iba) .. The Council of Ministers decided to appoint Abdul Basit Turki governor of the Central Bank of Iraq instead of Shabibi.

    And media sources quoted an informed source as saying that the Council of Ministers decided at its meeting today the appointment of Abdul Basit Turki governor of the Central Bank of Iraq instead of Shabibi.


    Turkey is currently the director general of the BSA. (End)

    Notice the date of this report Tom Thumb  clearly  the reason why Turkis name appears is because he was appointed back in 2012 as this report clearly declares. Ali Moshen was appointed by Maliki this year however under a  caretaker status and thus it was not officially recognized by the current elected government, which is why his  status has not been officially accepted and thus why his name does not appear on the CBI website. But to be sure Turki was not just named, not a chance. It seems rather silly to be having  this conversation  so far after the fact.

    [ltr]The targeting of Iraq's well-respected central bank chief appears to be a move by Prime Minister Nuri al-Maliki to consolidate power and sends a bad message to international investors, experts and diplomats say.[/ltr]
    [ltr]Sinan al-Shabibi was last week replaced as governor of the Central Bank of Iraq (CBI) while he was overseas, and arrest warrants have since been issued for him and other bank officials over allegations of currency manipulation.[/ltr]
    [ltr]The moves are the latest that appear to undermine CBI independence, after a supreme court ruling early last year put the bank under the supervision of Iraq's cabinet rather than parliament.[/ltr]
    [ltr]"It (is) another step down the road (to) an extremely centralised level of control," said Crispin Hawes, the London-based director of the Middle East and North Africa group at the Eurasia Group think tank.[/ltr]
    [ltr]"Via a proxy, he (Maliki) has direct control of the CBI, the ministry of defence and the ministry of interior -- these are the signature institutions of a Middle Eastern state," Hawes said by telephone, referring to the fact that the top ministers at the two security ministries are seen as Maliki allies.[/ltr]
    [ltr]"It's not a complicated story," he added.[/ltr]
    [ltr]Shabibi, a 70-year-old economist who worked for two decades at the UN trade and investment body UNCTAD and had been CBI governor since 2003, has been described by analysts and diplomats as a capable technocrat who fought to maintain the independence of the central bank.[/ltr]
    [ltr]Iraq's cabinet nevertheless decided on Tuesday to replace him with Abdelbassit Turki, the head of the Board of Supreme Audit, after a parliamentary report blamed Shabibi and other CBI officials for currency manipulation, according to Maliki's spokesman Ali Mussawi.[/ltr]
    [ltr]"I do not think the accusations are true because Mr Shabibi is a well-known economist, and he has a good reputation," said Abdulrahman Mashhadani, head of the economics department at Mustansariyah University in Baghdad.[/ltr]
    [ltr]"There may be corruption at the central bank, but it is at a low level. In fact, we economists see Mudher Saleh as a kind of professor for us," Mashhadani said, referring to the CBI's deputy governor.[/ltr]
    [ltr]The decision to effectively sack Shabibi comes after Maliki sought to fire the former election commission chief, and pushed for reforms to the commission that were widely seen as likely to give his Dawa party greater clout.[/ltr]
    [ltr]He was unsuccessful on both counts.[/ltr]
    [ltr]"The Maliki government will claim it (the move against Shabibi) is part of long-standing efforts to root out corruption," said Joost Hiltermann, deputy chief of the Middle East and North Africa programme at the Brussels-based International Crisis Group.[/ltr]
    [ltr]"It looks more like a long-standing effort to gain control over independent institutions."[/ltr]
    [ltr]"The problem is that even if certain allegations -- in this case or others such as VP Hashemi's -- could contain an element of truth, there is no way of finding out, because the judicial process in Iraq remains deeply flawed," he said, referring to the death sentence handed down to Tareq al-Hashemi.[/ltr]
    [ltr]The Sunni vice president was accused of running death squads, charges he has dismissed as politically motivated. Last month, he was sentenced to death in absentia.[/ltr]
    [ltr]Of the ousting of Shabibi, Hiltermann added that it was "not a positive move as the country heads into a series of important elections," namely provincial elections in 2013 and national polls the following year.[/ltr]
    [ltr]Maliki's opponents, many of whom are members of the national unity government he heads, accuse him of consolidating power and displaying increasingly authoritarian behaviour.[/ltr]
    [ltr]He has dismissed those charges, insisting he is grappling with an unwieldy coalition.[/ltr]
    [ltr]But many remain sceptical, pointing to a spat with communications minister Mohammed Allawi this summer which prompted Allawi to resign from the government, claiming Maliki was interfering in his ministry.[/ltr]
    [ltr]"This is similar to the issues he had with the former communications minister," said one Western diplomat, who spoke on condition of anonymity.[/ltr]
    [ltr]"Maliki wants to govern alone. He has a personal problem with Shabibi -- this is not about the law."[/ltr]

    Tomorrow’s Press / Baghdad: source revealed, on Tuesday, Secretary-General of the General Secretariat of the Council of Ministers Ali Mohsen Ismail appointed governor of the Central Bank.

    The source told “tomorrow’s Press,” that “the Council of Ministers decided its meeting today, the appointment of the Secretary-General of the General Secretariat of the Council of Ministers Ali Mohsen Ismail governor of the Central Bank.”

    The Central Bank of Iraq was established as a bank independent under the law issued on the sixth of March 2004, as an independent body, which is responsible for maintaining price stability and the implementation of monetary policy, including exchange rate policies, holding daily sessions for the sale and purchase of currencies.

    Forgive me if I am somewhat surprised by the reception I got for posting a link to the CBI website that indicates Turki is the current governor. If the CBI website is simply out of date, it would have been nice if someone had simply said so. I am responsible for my employer's website. We post any changes in top leadership within 48 hours of when they occur. It seems incredible to me that the CBI website would be months out of date in this respect--especially given the drama that seems to revolve around that particular office.

    Yes Iraq has been sloppy in this regard. I guess I  thought it was already well known, I have to remember that there are yet some casual observers...

    Is Ali Alak The New CBI Governor?  According to the below News Article from Iraqi News Source Xendan.org he is!
    Maybe it is too soon – but the [You must be registered and logged in to see this link.] as of Tuesday, Sept. 2nd, in the morning, their website is still not showing the change and still lists Dr. Turki!

    Ali Alak – Is He Really The New CBI Governor?
    Khandan – Iraq’s cabinet decided on Tuesday, taking on the Keywords Secretary General of the Council of Ministers, the Governor of the Central Bank.
    Said Dr. Khairallah Hassan, Minister of Trade in a statement to “Khandan”, said the Council of Ministers held its meeting today, was chosen as a new governor of the Central Bank, after it reached the governor of the central bank and agency Abdel Basset Turki retirement age.
    He said the Minister of Commerce in the context of his statement that the relationship to fill the position of Governor of the Central Bank would be temporary.
