    There is conflicting information regarding the Turkish incursion into Iraqi territory. Some say that there was a security agreement during the time of the previous regime for Turkish forces to penetrate a certain depth into Iraq to pursue security activity on the border between the two countries.

    While there is evidence that a number of security agreements were recently signed between Iraq and Turkey, which allow it to pursue any security or terrorist activity inside Iraq, but for a certain distance.
    However, documents and news indicate that Iraq raised a recommendation in 2012 to end any Turkish military activity inside Iraqi territory, which means that the current Turkish military activity is illegal.
    The Turkish forces penetrated deep into Iraqi territory inside Dohuk Governorate, estimated at 70 percent of the governorate’s territory, where they are building military bases, in addition to shelling villages there, which led to the killing and wounding of many citizens.

    Al-Maalouma Agency quickly reviews the Iraqi-Turkish security agreements that took place after 2003.
    In 2007, Iraq and Turkey signed a joint security agreement to combat terrorism, with the exception of the military pursuit of Kurdish separatists in northern Iraq.
    The agreement was signed on the Turkish side by the Minister of Interior (Besir Atalay) and on the Iraqi side by the Minister of Interior (Jawad Al-Bolani).
    Despite negotiations in the Turkish capital Ankara on the details of implementing the agreement, the two countries failed to agree on a plan that would have allowed Turkish forces to pursue militants across their shared border.
    In 2009, 48 agreements were signed between Iraq and Turkey within the Iraqi-Turkish Strategic Cooperation Council under the auspices of former Prime Minister Nouri al-Maliki and his Turkish counterpart Recep Tayyip Erdogan.
    Al-Maliki announced, according to a statement, that "many political matters were discussed with Erdogan, and what was previously agreed upon was confirmed, regarding continuing to fight terrorism."

    In 2012, the Iraqi government decided to submit a recommendation to the House of Representatives to cancel or not extend any previously concluded agreement with any foreign country that allows the presence of foreign forces and military bases on Iraqi territory. 
    The Iraqi government's decision comes a day after the Turkish government asked parliament to renew its approval to launch raids against rebel positions inside Iraqi territory for an additional year, at the height of the escalation of fighting between the army and the Kurdistan Workers' Party.
    However, the Turkish Parliament has regularly approved these government memoranda since 2007, which allow the Turkish army to bomb PKK hideouts inside Iraqi territory and to intervene on the ground when necessary.
    Turkey has penetrated deep into Iraqi territory in the Duhok Governorate, and is bombing Iraqi villages almost daily under the pretext of pursuing the Kurdistan Workers' Party, which opposes its policies.

    The Turkish military operations were met with great objection inside Iraq, and the government sent a high-ranking security delegation to Kurdistan to discuss the major Turkish incursion into Iraq.
    These developments come at a time when Iraq is seeking to bring together Turkey and Syria in Baghdad to end the dispute between the two countries.
    The Turkish President announced that he wants to open a new page with Syria to normalize relations with it, indicating that he wants this relationship between the two countries to reach a new stage.
    MP for the Al-Fatah Alliance parliamentary bloc, Mohammed Al-Baldawi, considered that the Iraqi call to hold a joint meeting in Baghdad that brings together the Turkish and Syrian presidents contributes to the stability of the region and is in the interest of Iraq.
    Al-Baldawi told Al-Maalouma Agency, "The meeting has a direct impact on Iraq, especially from a security perspective, as the security forces are still unable to control the borders with Turkey and Syria alone, and terrorists are still flowing in from the two countries."
    He added, "Turkey ignored many agreements with Iraq, and penetrated extensively into Iraqi territory and established many barracks and camps on the border strip at depths reaching more than 50 km."

     
    A high-level delegation headed by National Security Advisor Qasim al-Araji arrived in Erbil on Thursday to discuss the Turkish incursion into Iraqi territory with the region’s leaders, while Foreign Minister Fuad Hussein revealed that a meeting would soon be held in Baghdad that would include Syrian and Turkish officials.
    While the spokesman for the legal movement, Muhammad Al-Sahaf, confirmed that the Turkish occupation continues its aggression on Iraqi lands in northern Iraq, pointing out that Ankara's impunity encourages it to commit more crimes against civilians.
    Al-Sahaf told Al-Maalouma Agency, "The complete silence of the Baghdad government and the Kurdistan Regional Government regarding the Turkish operations and their targeting of civilians and Kurdish villages is surprising."
    He added that "the United States of America encourages Ankara to commit more crimes, pointing out that Turkey continues its aggression against the country's sovereignty."
    He continued that "Turkey is exploiting the silence of the governments of Baghdad and Erbil to establish its military bases inside Iraqi territory."
    In this regard, the representative of the Sadiqoun parliamentary bloc, Zainab Al-Moussawi, accused Turkey today, Saturday, of committing violations of Iraqi sovereignty.
    Al-Moussawi called in a statement to the / Al-Maalouma / agency, to file a lawsuit against Turkey before the Security Council due to the violation of national sovereignty.
    Al-Moussawi said that "confronting these attacks requires governmental action in international forums to file a lawsuit against Turkey, which violated Iraqi sovereignty."
    She added that "Turkey violated all international conventions and did not respect the principles of good neighborliness."
    She promised that "Turkish motives are unilaterally hostile." End 25m
