During its 33rd session, headed by Mohammed Shia Al-Sudani, today, Tuesday (August 13, 2024), the Council of Ministers issued several new decisions and discussed the overall conditions and general issues in the country.[/size]
[size=45]The Prime Minister’s Media Office said in a statement received by “Baghdad Today” that “Al-Sudani chaired the thirty-third regular session of the Council of Ministers, during which the overall situation and general issues in the country were discussed, and a number of important economic files included in the government program and its priorities were discussed, in addition to considering the topics included in the agenda and taking the necessary decisions regarding them, as follows:[/size]
[size=45]With the approach of the Arbaeen pilgrimage of Imam Hussein, peace be upon him, Al-Sudani renewed his previous directives to the ministries and other concerned parties to exert maximum efforts to provide the necessary services for the Husseini processions in the governorates that witness the procession of visitors heading to the holy city of Karbala, especially with regard to the services provided by the ministries of health, electricity, oil, transportation, trade and others. His Excellency stressed the need to reduce the processions of officials, whether those assigned to provide services to visitors or those heading for the purposes of the pilgrimage, and he also stressed the need to limit the processions of officers and direct the concerned parties to audit them.[/size]
[size=45]The session witnessed extensive discussions related to the drug file and its dangers to youth, families and society, where Al-Sudani stressed the need to take strict measures against traffickers. He also directed all ministries to support the Ministries of Health and Interior in playing a greater role and carrying out their national duty in raising awareness and educating about the dangers of this deadly scourge, which has become a major challenge to the state in all its aspects, and preparing realistic plans and programs in this regard.[/size]
[size=45]On the procedural side, the Council approved the Ministry of Finance allocating an amount of (1) billion dinars per month to the Ministry of Interior/General Directorate of Narcotics and Psychotropic Substances to spend on its requirements, and the amounts allocated to it in the Federal General Budget Law will be transferred, provided that the Ministry of Finance establishes an independent accounting unit in the aforementioned directorate, and the Ministry of Interior prepares the accounting staff and the spending order and informs the Ministry of Finance of that.[/size]
[size=45]Based on the Prime Minister’s directives to take serious steps towards economic reform in various sectors, the Cabinet approved an important package of economic reform decisions to reduce government expenditures and increase the state’s non-oil financial revenues.[/size]
[size=45]In the context of economic and financial reform, the Council of Ministers approved the recommendation of the Ministerial Council for the Economy (24220 Q) as follows:[/size]
[size=45]1- Maintaining the state’s contribution to mixed sector companies, and not selling the public sector’s share in these companies, as the sale would cause a loss to the public sector, and the real value of the companies is much higher than their book value and current capital.[/size]
[size=45]2- Directing government agencies to contribute to studying the actual reality of the companies in which they are shareholders, in a way that ensures the improvement of the reality of those companies.[/size]
[size=45]3- Not allowing the state sector’s share in mixed companies to be changed for any reason, and in any way, including capitalization operations for the company if they lead to a decrease in the state sector’s share, except after obtaining the approval of the Council of Ministers for each case.[/size]
[size=45]4- Obligating the representatives of the state sector on the board of directors of the joint-stock company to attend all meetings, especially those that include decisions related to capitalization, in a manner that ensures that the state sector’s share in the company is not zeroed out.[/size]
[size=45]In order to support vital service projects in the governorates, the Council of Ministers approved the exemption of companies that won contracts for (the Samawah Water Supply Improvement Project IQ-P33) from the conditions stipulated in the circular of the General Secretariat of the Council of Ministers on October 18, 2023, with the commitment of any winning foreign company to register a branch within Iraq, in accordance with the applicable laws and regulations.[/size]
[size=45]The Council of Ministers approved the Ministry of Trade establishing 3 new silos for storing grains to increase storage capacity in each of the governorates of Najaf, Anbar, and Muthanna, in addition to (2) silos that were previously approved in the governorates of Wasit and Kirkuk, in agreement with reputable international companies specialized in this field, and exempting the implementing company from the contracting methods stipulated in the instructions for implementing government contracts.[/size]
[size=45]The Council of Ministers followed up on the file of completing stalled projects, completing service projects and infrastructure projects through administrative and financial treatments, and took a number of decisions in this regard, as follows:[/size]
[size=45]1- Approval of increasing the total cost and reserve amount for the project (Rehabilitation and expansion of Imam Ali Hospital (PBUH) in Sadr City/Baghdad).[/size]
[size=45]2- Creating a component (establishing classrooms for the university site), and a component (establishing a fence and gate for the new site of Maysan University), within the project (Developing and expanding Maysan University), and increasing the total cost of the project.[/size]
[size=45]3- Including the project (complementary works to build the Anah Education Department with book stores and school furniture in Anbar) as a component within the components of the project (establishing the Anah Education Department), and reducing the cost of the component (building the Anah Education Department with book stores and school furniture) to become the amount of the cumulative expenditure for the project.[/size]
[size=45]4- Increasing the reserve amount for the contracting company (development works (Mahalla 629 - University District) paving + water within the Mansour Municipality sector).[/size]
[size=45]5- Increase the total cost of the project (rehabilitation, development and cladding of residential areas and main streets in the city of Baghdad).[/size]
[size=45]The Council approved the sorting and allocation of the land on which it was built (Abbas Ibn Firnas Square), located near Baghdad International Airport, from the plot owned by the Baghdad Municipality, and its allocation to the Ministry of Transport/General Company for Private Transport Management, to begin development work on the aforementioned square, as part of the preparations for the Arab Summit scheduled to be held in Baghdad next year.[/size]
[size=45]In the field of cooperation in mutual academic training programs for the police, the Cabinet approved amending its decision (24175 of 2024); to include approval to provide study seats for sisterly and friendly Arab countries, at a rate of (10) seats in the Police College, and (5) seats in the Higher Institute for Security and Administrative Development, based on the principle of mutual respect and common interests, based on Article (15) of the Police College Law (37 of 2000 as amended), and the Ministry of Interior bears the costs of housing, food and equipment.[/size]
[size=45]The issuance of the Sunni Endowment Diwan Formation System and its Competencies for the year 2024 was also approved, after it was reviewed by the State Council, based on the Constitution and the Sunni Endowment Diwan Law (56 of 2012), taking into consideration the comments of the Legal Department in the General Secretariat of the Council of Ministers.[/size]
