    The Chairman of the Federal Integrity Commission, Haider Hanoun, confirmed the close relationship between combating corruption and human rights, while pointing out that the Commission issued the (Know Your Rights) regulation and presented a draft law (the right to obtain information).

    In his speech at the workshop held by the Commission in cooperation with the United Nations Development Program and UNAMI entitled (The Human Rights-Based Approach to Anti-Corruption Efforts), which was attended by the Chairman of the Legal Committee in the Council of Representatives (Rebwar Hadi) and the Prime Minister’s Advisor for Human Rights (Zaidan Al-Atwani), and reviewed by Sumaria News, Hanoun said, “The Constitution of the Republic of Iraq is considered one of the most advanced legal documents and constitutions in the region, whose chapters and articles include contents that guarantee human rights, their preservation and non-violation,” noting that “the Iraqi Constitution devoted a special chapter to independent bodies and considered them as the fourth authority alongside the three legislative, executive and judicial authorities, including the Integrity Commission and the High Commission for Human Rights, as stated in Article 102 thereof.”


     
    The Chairman of the Commission noted "the joint work between the Commission and the High Commission for Human Rights and their tireless efforts to spread the culture of integrity and preserve human rights, and the partnership with the United Nations and its programs and the projects and initiatives it launched, including the project (Supporting Justice Initiatives to Combat Corruption and Promote the Settlement of Commercial Disputes), which aims to address legislative and strategic gaps in combating corruption in Iraq, strengthening the commercial justice system, and involving civil society, the media and citizens in a constructive dialogue; with the aim of achieving reform in combating corruption."
     
    Hanoun pointed out “the most important human rights standards that the Commission adopts in all its procedures, and the legal guarantees that the Commission provides to everyone it deals with, whether they are assigned, employed, or accused,” noting “the Commission’s establishment of a human rights division in the Department of Relations with Non-Governmental Organizations, and the emergence of the (Know Your Rights) regulation issued by the Commission, in addition to the proposal of a draft law (the right to access information) that was approved by the Council of Ministers and referred to the House of Representatives, which completed its first and second readings, which provides information to citizens and makes tenders and contracts concluded by state institutions available to citizens.”
     
    For his part, Minister of Justice and Head of the High Commission for Human Rights Khaled Shawani stressed that “combating corruption and preserving human rights are among the pillars of the democratic system and the basis for achieving good governance,” noting that “the government’s program has placed combating corruption at the top of its priorities.”
     
    Shawani praised "the exceptional measures taken by the Federal Integrity Commission to combat corruption and prosecute its perpetrators, and the need to support it, and to develop proposed laws and legislation to combat this dangerous scourge that threatens human rights," noting that "the Commission worked to develop a human rights curriculum in universities, and to work with partners, including the Integrity Commission, to spread the culture of human rights and consolidate the culture of integrity."
     
    The Deputy Resident Representative of the United Nations Development Programme in Iraq, Sasha Grohmann, also referred to the “serious effects of corruption, including on human rights, such as inequality and unequal opportunities, and other effects related to educational opportunities, employment, and receiving health services,” praising “the cooperation between the United Nations Development Programme and Iraqi state institutions and the government’s cooperation in launching awareness programs that can contribute to combating corruption and spreading the culture of human rights in all sectors.”
     
    The workshop included dialogue sessions during which representatives of the Office of the United Nations High Commissioner for Human Rights presented working papers to introduce international human rights standards and highlight how the fight against corruption exerted by regulatory bodies affects those rights, explain the concept and practical application of the human rights economy to prevent and address corruption and related illicit financial flows, emphasize the right to development and how anti-corruption efforts contribute to promoting and protecting human rights, especially economic, social and cultural rights, in addition to referring to the rule of law and judicial reform, synergy between human rights frameworks and the fight against corruption, and analyzing the role of the International Covenant on Civil and Political Rights in combating corruption.
