The International Committee of the Red Cross (ICRC) announced that 618 people went missing in Iraq between December and June 2024, calling for effective and coordinated action to clarify the fate and whereabouts of missing persons.
The International Committee of the Red Cross (ICRC) said in a statement today, Friday (August 30, 2024), "On the occasion of the International Day of the Disappeared, the ICRC reaffirms the importance of both international humanitarian law and international human rights law in dealing with the file of missing persons, in addition to identifying the deceased among them and treating their bodies with dignity. The ICRC calls for effective and coordinated action to prevent the disappearance of persons, enable separated families to restore and maintain contact, and clarify the fate and whereabouts of missing persons."
“In Iraq, many people have gone missing as a result of various rounds of armed conflict, and countless others remain unaccounted for. The ICRC documented 618 new cases of disappearance between January and June 2024, while the fate and whereabouts of 208 people have been clarified,” the statement
added. “Each missing person represents a family living in grief and suffering from the pain of uncertainty and the profound impact on their daily lives and on the communities in which they live. The need for concerted efforts to locate, recover, identify and return the human remains of the missing is an urgent matter. The ICRC calls on all relevant authorities to strengthen the mechanisms and resources to complete this task, ensure respect for the dead and provide families with the information and support they need to end the uncertainty they are experiencing.”
The statement indicated that "the ICRC is committed to supporting the Iraqi authorities in their efforts to address the issues of missing persons, and through the technical support it provides, legal advice and the promotion of the work of international humanitarian law, the ICRC continues to support this comprehensive approach that preserves the right to find every missing person and the rights of their families to know the fate and whereabouts of their loved ones."
It stressed that "as we mark the International Day of the Disappeared, we reaffirm our commitment to support all efforts made to continue the search for missing persons as long as each one of them deserves to be found."
The committee pointed out that it received "more than 1,500 new search requests for persons reported missing by their families by the end of 2023. During the same period, the fate of 361 missing persons registered with the ICRC was clarified."
The ICRC supports the authorities in their search for people missing as a result of the Iran-Iraq War and the Gulf War. In 2023, under the auspices of the ICRC, the Tripartite Commission helped recover 111 sets of human remains from Iraq and hand them over to Iran, and 13 sets to Iraq.
To protect and preserve the dignity of the dead, the ICRC supported the digitization of more than 45,000 paper records and the marking of more than 1,660 graves as part of its efforts at the Al-Zubair Martyrs Centre in Basra Governorate, the statement said.
The ICRC also provided vital material support and technical advice to the Forensic Medicine Department in Baghdad and the forensic departments in other governorates, and to the Mass Graves Department of the Martyrs Foundation to help in efforts to search for and identify the remains of missing persons.
In 2023, 9,484 Red Cross messages were exchanged between separated family members, the majority between detainees and their relatives.
